CASE #: 7 <br /> <br /> REQUEST FOR SKETCH PLAN APPROVAL OF~ <br /> ST. ANTHONY GUN CLUB PROPERTY; <br /> CASE OF OAKWOOD LAND DEVELOPMENT <br />By: Sylvia Fr.olik, Asst. Comm. Dev. Dir./HRA Exec. Dir. <br /> <br />Background: <br /> <br />Oakwood Land Development has applied' for sketch plan approval to develop 165 urban service <br />single family residential lots on the site of the property generally known as the St. Anthony Gun <br />Club. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated December 29, 2004 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />recently adopted a policy requiring notification of a proposed subdivision be sent out to residents <br />within 350 feet of the subject property during sketch plan submittal. Staff attempted to notify <br />property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to create 165 urban single-family lots 'on 102 acres <br />generally known as the St. Anthony Gun Club, located on the east side of Variolite Street. The <br />property is currently located in the R-1 Rural Reserve district and the minimum lot size is 10 <br />acres. Development of the property with urban services depends on the outcome of the current <br />Comprehensive Plan amendment being processed to consider extension of urban services to the <br />north of the current Metropolitan Urban Service Area boundary. If the property is approved for <br />development with urban services, the net density allowed under R-1 is 3' units per acre. The <br />sketch plan reflects a gross density of-l.6 un/ts per acre; and a net density of 2.2 units per acre <br />with wetlands factored out. All of the proposed 10ts appear to meet urban single-family <br />standards fbr lot width, size, and frontage on a public road. <br /> <br />There are substantial wetlands on the proposed plat that will need to be delineated and <br />encmnbered with drainage and utility easements on the preliminary and final plats. The grading <br />and drainage plan will have to be reviewed and approved by the Lower Rum River Water <br />Management Organization (LRRWMO). The sketch plan also identifies filling .36 acres of <br />wetlands fbr roads. The Wetland Conservation Act establishes a sequencing process for wetland <br />filling. The LRRWMO is also responsible for administration of the Wetland Conservation Act. <br /> <br />49 <br /> <br /> <br />
