Because the proposed development will disturb more than 80 acres of naturally vegetated and <br />forested land, an enviromnental review is required. An Environmental Assessment Worksheet <br />(EAW) will be required as a part of the preliminary plat submittal. The property has been <br />documented to contain contamination from lead shot. The City has applied for a'gant to clean up <br />the contamination, with the understanding that all non-grant costs associated with the cleanup <br />will be borne by the developer of the property. This site will need to have the contamination <br />removed as a condition for the approval of this plat. <br /> <br />Current City Code requires density transitioning between the project area and adjacent rural size <br />lots. A Tree Preservation Plan will be required at the time of preliminary plat review and <br />approval. The Developer has consulted with City. Staff regarding the tree preservation plan and <br />some oak wilt control work on the site. <br /> <br />A traffic generation analysis will be required at the time of preliminary plat review. The sketch <br />plan proposes to provide public access from 3 entrances onto Variolite Street, which is <br />acceptable to the Engineering Department. Traprock Street is also proposed to be extended north <br />into the plat from Traprock Commons to the south.' At the time Traprock Commons was platted, <br />Traprock Street was terminanted in a temporary cul-de-sac with the intention of eventually <br />extending Traprock to serve the property, to the north. <br /> <br />The proposed plat will be reviewed for park dedication requirements by the Park Commission at <br />their January meeting. It is anticipated that at a minimum, trail development will be required <br />parallel to Variotite from Alpine Drive to the northernmost boundary, of the plat. Another trail <br />segment will be required in an east/west direction through the plat to connect the trail system <br />between Elmcrest Park and Central Park. <br /> <br />Recommendation: <br /> <br />As the Planning Commission is aware, the Comprehensive Plan amendment to consider <br />extension of urban services to the northern areas of the City is still in process. For that reason, <br />City Staff is of the opinion that it is premature to make any recommendations on the proposed <br />plan for the gun club property and recommends tabling any decisions on the sketch plan. <br /> <br />Commission Action: <br /> <br />Motion to table the request for subdivision sketch plan approval from Oakwood Land <br />Development for the St. Anthony Gun Club property,. <br /> <br />Review Checklist: <br />City.
