Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to approve the
2002-2003 contract with Law Enforcement Labor Services (LELS) as detailed in the memo dated
June 13, 2002.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) School Board Meeting

Mayor Gamec stated the school board wanted to meet with the Council regarding the bond
referendum and the concerns with the City of Ramsey. He stated the meeting was set for July
27, 2002, but they have a meeting that night so he would try to reschedule the meeting for
another night.

2) Commend Staff on Efforts

Director of Public Works/Fire Chief Kapler stated he wanted to commend staff. He stated
there was a developer at the meeting that stated Ramsey was one of the strictest cities when it
came to grading issues and he was proud of this. He stated they went through the wettest
month on record and they did not have one storm water complaint. He stated they had been
knocking off their major problems and they are designing a more robust system.

Mayor Gamec stated he had a meeting with some of the people in Woodland Greens and
several of the people were commenting about the puddling areas and this was the first year
they could remember that the water in the culverts was running swiftly through.

Councilmember Zimmerman stated he needed to commend the Council for the Storm Water
Management fee, which helps fund this type of activity so people would not be flooded out as
they are in other parts of Minnesota.

Councilmember Anderson congratulated Director of Public Works Kapler and asked him to
relay Council's thanks to all the people working on this.

With regard to grading, Councilmember Kurak stated she was wondering how they were
going to keep those things running parallel to each other and how they were going to be
doing this when it came to policy. She was wondering who would input that part of it into
the tree saving.

ADJOURNMENT

Motion by Councihnember Kurak, seconded by Mayor Gamec, to adjourn the meeting.

City Council/June 25, 2002
