Case #14: Report from the Town Center Task Force <br /> <br />1) Consider Market Analysis Study <br /> <br />City Administrator Norman explained the action on May 14, 2002. The City Council authorized <br />a market analysis study be performed by Associated Retail Consulting (ARC), a company Mr. <br />Mulrooney had identified shortly before the Council meeting. The Council action based its <br />approval subject to an approved budget cap and further evaluation of the consultants by Staff. <br />During this evaluation phase, Mr. Mulrooney sought additional interest from another qualified <br />vendor called the McComb Group, Ltd., and requested that they also submit a proposal for <br />consideration. Mr. Mulrooney received the proposal by the McComb Group and compared their <br />proposal with the ARC proposal. Mr. Mulrooney found that there would be savings in using the <br />McComb Group. His analysis also found that there was more professional and project <br />experience with the McComb Group. Based on the recommendations by Mike Mulrooney, Staff <br />would recommend that the City enter into an agreement with the McComb Group, Ltd., for the <br />market analysis study. <br /> <br />Motion by Councihnember Kurak, seconded by Councilmember Anderson, to enter into an <br />agreement with the McComb Group, Ltd. to perform market analysis for the proposed Town <br />Center area. <br /> <br />Further discussion: Councilmember Zimmerman asked if they had any repercussions from <br />Associated Retail. City Administrator Norman stated they did not have any agreement because <br />he was still going through his review so no agreement was entered into. Councilmember <br />Hendriksen stated that when they talked about this before they received an assurance that as part <br />of this study they would receive some figures that would help them understand the net tax <br />revenue produced by various studies. City Administrator Norman stated it was the other study <br />and they were still getting the proposal on that. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #15: Report fi'om the Personnel Committee <br /> <br />1) Discussion of Possible Contract with the Law Enforcement Labor Services <br />(LELS) (DISCUSSION CLOSED TO PUBLIC) <br /> <br />Assistant City Administrator Nelson explained that the Personnel Committee met earlier tonight <br />and the City Council did recommend that they go ahead and enter into an agreement with LELS <br />for a negotiated contract. <br /> <br />City Council/June 25, 2002 <br />Page 32 of 34 <br /> <br /> <br />
