recommendations and authorized staff to proceed with thc project. At that time, $262,000 in <br />Park Trust Fund monies was appropriated with the goal of completing a $400,000 project before <br />June 30, 2002. He stated the project will be completed on schedule and, as a result, the City will <br />receive the $100,000 grant from the Minnesota Department of Children, Families and Learning <br />and the Minnesota Amateur Sports Commission. Counting Staff time towards this project results <br />in the $400,000 plus project amount, and effectively nets a return on the City's $262,000 cash <br />investment of 33%. He stated Staff would provide a verbal summary of each element of the <br />spring project at the meeting. <br /> <br />Mayor Gamec asked if the acquisition of the property was part of this case. <br /> <br />Mr. Boos stated he did not think it did and the next case spoke of the access matter. <br /> <br />2) Elmcrest Park's Proposed T. H. #47 Access <br /> <br />Parks and Utilities Supervisor Boos explained that as part of the approval to proceed with <br />Ehncrest Park's initial development, Staff was directed to explore acquisition of a park entrance <br />onto T.H. #47, across from 164th Lane. He reviewed that this alignment was the only location, <br />which met appropriate sight lines and intersection spacing and the City's desire to acquire an <br />access at this location was communicated verbally and in writing to the previous owner and his <br />realtor prior to the new owner's purchase of this site. The present property owners have been <br />cooperative in these discussions, but have expressed concerns about impacts to their duplex <br />homesite that the proposed 50 foot wide access may cause. He explained that the purpose of this <br />case is to receive Council direction in this matter. Staffbelieves it may be appropriate to initiate <br />condemnation action to help facilitate negotiations and in the event that no progress is made by <br />the time the City needs to cause a park entrance to T.H. #47. <br /> <br />Mayor Gamec asked if Mr. Boos needed the requisition at this time. <br /> <br />Mr. Boos stated he thought authorizing the initiation of condemnation procedures provides for a <br />good framework and timeline. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Anderson, to approve <br />Resolution #02-06-161 Resolution authorizing acquisition of property for access to Elmcrest <br />Park. <br /> <br />Motion carried.
