Mayor Gamec asked if the process they went through benefited both residents and the developer. <br /> <br />Lance Raygor, 6194 146th Avenue NW, Ramsey, stated he believed they had made some general <br />progress but there were still some concerns that need to be worked out. He stated they have not <br />seen anything more concrete as far as how this should be developed and the drawing is not <br />satisfactory in the present state. There has been discussion regarding this and in the future he <br />believed they could work something out. <br /> <br />Mayor Gamec stated if the land use change was approved he hoped they would continue to work <br />with the neighbors. <br /> <br />Mr. Raygor stated he was concerned about the PUD request and a medium density request. He <br />stated there was an issue about the fact that Mr. Kurak has not, at this point, developed the <br />northern section of the property, only the southern part of the property, yet this request <br />encompasses the entire parcel. He stated he was very concerned regardless of what comes out of <br />this and if Mr. Kurak is not going to develop this area at this present time, a new request needs to <br />be made to separate the two sections of the property. <br /> <br />Councihnember Hendriksen asked Mr. Raygor, in the absence of an extension, is he not ready to <br />request approval of this? <br /> <br />Mr. Raygor stated they were not ready; they needed to see more specific things and one issue is <br />multi-unit dwellings that they want to intersperse. He stated he understood that most will be <br />individual families but there would be structures that would hold multi-family. He stated the <br />request is for the entire property, not just the southern part. <br /> <br />Councilmember Hendriksen asked if their focus was on the lower 29 acres. <br /> <br />Mr. Raygor stated this was true and they had not discussed at all the other portion. He stated <br />they had no clue at this point if they have something verbal regarding what they were going to do <br />with the northern part of this parcel. <br /> <br />Mayor Gamec stated they had to deal with this tonight and maybe it needed to come to a head by <br />coming to the City Council. He stated as a community, they do not want to see something going <br />on for years. He stated there had been some misleading information and also some truthful <br />information. He stated it was time for the Council to make a decision. <br /> <br />Mr. Raygor stated if they were to take action on this tonight, his concern was if it was voted to be <br />medium density, then they could do anything within the limits of medium density zoning without <br />the input of the neighbors. He noted that with the other cases the City Attorney stated a 2/2 tie <br />vote meant that it was denied. He stated he heard some controversy on this issue. It is a concern <br />that this could end up being something that the Kuraks may or may not want to do, as far as <br />filing a lawsuit in that matter. <br /> <br />City Council/June 25, 2002 <br /> Page 7 of 34 <br /> <br /> <br />
