City Attorney Goodrich stated from what he understood, part would be low density and part <br />would be medium density. The medium density part would need to be rezoned to accommodate <br />medium density. He stated there were certain standards with a maximum of seven percent net <br />density but within that there are certain guidelines of what a property can be. <br /> <br />Mayor Gamec asked if they have the right to say how much is high/low density. <br /> <br />City Attorney Goodrich stated the ultimate density would depend on the site with using the <br />Ordinance as the guideline but the site may require less density than is permitted by the City <br />Code. <br /> <br />Councilmember Zimmerman stated they needed to act on the request Mr. Kurak gave them. He <br />stated his opinion was a request should be compatible with surrounding homes and compliment <br />what was ah:eady there. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt <br />Resolution #02~06-151A denying an amendment to the Comprehensive Plan and to add, <br />"Whereas, no concept plan for the proposed amendment was presented with the written <br />application." <br /> <br />Further discussion: City Attorney Goodrich asked if Councilmember Zimmerman would object <br />to that being called a resolution adopting findings of fact and denying an amendment to the <br />Comprehensive Plan. <br /> <br />Councihnember Zimmerman accepted the friendly amendment (Findings of Fact #0620). <br /> <br />Further discussion: City Attorney Goodrich stated he wanted to note that Councilmember <br />Hendriksen, at the last meeting added, "Whereas no concept plan for the proposed amendment <br />was presented with the written application. Councilmember Hendriksen stated he believed this <br />was correct and asked if City Attorney Goodrich was comfortable with the format. City Attorney <br />Goodrich stated he was. Mayor Gamec stated he would vote against this because this needed to <br />be brought to a head or it would keep coming back time after time. He stated he would rather <br />have the current Council deal with this than to have a new Council have to deal with this. Mayor <br />Gamec stated it was time the Council did their job and show what they want to happen with the <br />land. Councilmember Hendriksen stated he sincerely believed the Council felt they were doing <br />their job and he resented Mayor Gamec stating he was doing his job and the other <br />Councilmembers were not doing their jobs. Mayor Gamec stated he was sorry but he felt they <br />needed to make a decision. Councilmember Anderson stated she was disappointed and thought <br />they would have an extension request because she thought things were going well. She stated <br />they still need a plan to go with the Comprehensive Plan amendment and she expected that this <br />would come up with a plan. Councilmember Anderson stated they do not have anything that is <br />specific and this parcel would give the opportunity to mix densities and prove that it can be done <br />well; however, she cannot approve something without a plan and they were at the 60 days of the <br /> <br />City Council/June 25, 2002 <br /> Page 9 of 34 <br /> <br /> <br />
