Abstain: CouncilmemberKurak <br /> <br />Case #2: <br /> <br />Request for Final Plat Approval of Highlands at River Park 2na Addition; <br />Case of Arcon Development <br /> <br />Community Development Director Frolik explained that last September, Centex Homes received <br />preliminary plat approval for the subdivision of property generally located north of Alpine Drive <br />N.W. (153rd Avenue N.W.) and east of T.H. #47. The approved preliminary plat was for a total <br />of 157 single family lots on 74 acres. In February of this year, City Council granted final plat <br />approval of the first phase, which consisted of 58 lots. Arcon is now requesting final plat <br />approval of the second phase, which consists of 64 lots. Staff recommends final plat approval. <br /> <br />Councilmember Kurak stated she believed there was a letter to staff regarding a trail alignment <br />along 153rd and Alpine Drive and she had a discussion with City Engineer Olson regarding this. <br />Councilmember Kurak stated she would like to discuss it before they get into the case. She <br />stated the gentleman who wrote the letter was requesting the City Council review this and move <br />the trail closer to 153rd SO that fewer trees would be removed. <br /> <br />City Engineer Olson stated they did receive a letter from Dr. Rodman at 153rd Court regarding <br />the trail and the issue of security and seclusion of the trail. He stated currently the trail was 18 to <br />26 feet behind the curb with an additional 25-foot easement beyond the sixty-foot normal right- <br />of-way in anticipation of a trail. City Engineer Olson requested this trail be moved to the front of <br />the trees instead of through the trees and to bring it to the Public Works Committee next month. <br />City Engineer Olson stated it was important to note that it was approved as part of the first plat <br />and this is a modification. He stated he did not think the developer would be adverse to this <br />because it would be less expensive to put it on the outside of the trees. <br /> <br />City Engineer Olson explained that as part of the first plat a trail was proposed on the north side <br />of Alpine Drive from Roanoke Street to the west to Argon Street and crossed over to the south <br />side to match up to the alignment of the trail on the west side of TH 47. He stated the letter they <br />received was requesting numerous trees through Ute Street to Roanoke Street and there would be <br />a scenic trail through the trees and had not anticipated safety and lighting concerns as brought up <br />by Dr. Rodman. <br /> <br />Mayor Gamec stated he went out there and noticed there was a lot of activity going on and for <br />safety issues it would be better to have the trail in front of the trees. He stated this is one that <br />they have had other activity and problems with so he would be in favor of moving it so they <br />could buffer it somewhat.
