City Engineer Olson stated that if they would like to make a motion regarding this, staff would <br />not need to bring this to the Public Works Committee. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to move the trail to the front of <br />the trees. <br /> <br />Further Discussion: Councilmember Kurak stated that before they voted on this, she would like <br />the developer tell them that he would be all right with moving the trail. Mr. Rick Packer of <br />Arcon Development stated there was no opposition to this project and they were acting as a <br />contractor for the City to build the trail. Councilmember Anderson stated the entire project was <br />going faster than they anticipated it to be and asked what kind of trees they were going to save. <br />Mr. Packer stated they presented a plan two years ago for houses and could not get this approved. <br />He stated his job is to build that plat and they have tried wherever possible to save trees but at the <br />same time, you cannot sacrifice good grading and good draining. He stated that Ramsey looks <br />closer at grading than any other city. Mr. Packer stated that it was impossible to try to save a <br />tree when you need to be within 2/10 ora foot. He stated every drop of water cannot be directed <br />to a catch basin, but they try to save everything they can and the trees add value to the lots. <br />Councihnember Anderson stated they were supposed to use a tree spade and remove trees to save <br />them and replant them to a suitable spot. Mr. Packer stated they had done this with the people <br />buying the lots. He stated they had also been giving trees to the County to plant in different <br />spots. Councitmember Anderson asked if they ran into Oak disease on the site. Mr. Packer <br />stated they did not. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Councilmember Zimmerman stated on page 140, trunk sewer and water fees, the amount of <br />money for sewer and water improvements would exceed what they collect. <br /> <br />City Engineer Olson stated as a part of the first phase the developer, Centex, at the time, had <br />agreed to pay for all the sewer and water extensions to the site as well as the over sizing and <br />extra depth on site. All 157 lots would have generated $216,000, the cost for the additional <br />depth. The extension and the additional size through the site came to over $255,000 and they <br />were paying the sewer and water trunk fees for the part of the first plat. <br /> <br />Councihnember Zimmerman asked if they would rob the storm sewer fund because of this. <br /> <br />City Engineer OIson stated they would not. He stated the storm water management deal that was <br />worked out during the final platting of the first phase was that the developer was to put in the <br />overflow to the river and the City would pay for the off-site expenditures of the storm sewer to <br />the south.
