Mayor Gamec stated that Mr. Noard has <br />done a great job in working with the City but the Council needed to look at how to do this. <br /> <br />Councilmember Hendriksen stated there is a fair amount of traffic that follows Highway 10 from <br />outside the City and asked if this ordinance will regulate that. <br /> <br />Police Sergeant Way stated there are regulations in Elk River and snowmobiling is not allowed <br />in Anoka. <br /> <br />Councilmember Hendriksen stated this will then prohibit that use, even in the ditches along <br />Highway 10. <br /> <br />Police Sergeant Way stated that is correct. <br /> <br />Councilmember Anderson stated she does not snowmobile and asked if other compromises were <br />considered when the ordinance was drafted. <br /> <br />Police Sergeant Way stated they did consider options but the issue is how to get to the corridor <br />since it cuts across people's yards and the machines do not stay within the ditches. He stated that <br />as soon as the streets are cleared of snow, there is no way to get to the corridor. He stated that in <br />the Northfork area there are no ditches and the yards are groomed to the roads. <br /> <br />Councilmember Anderson asked if other cities that were looked at had both urban and rural <br />areas. <br /> <br />Police Sergeant Way stated that for a while Champlin allowed road only use but found that did <br />not work. Coon Rapids and Anoka have totally restricted snowmobiles and Andover has rules <br />similar to what Ramsey is considering. <br /> <br />Mayor Gamec stated Elk River had been trying to link the Highway 10 corridor, which has <br />funding through the State, but he does not know if that trail exists any longer. With the Highway <br />169 corridor, Elk River has restrictions on time of use and direction of travel. <br /> <br />Councilmember Anderson noted that 94 of the people on the petition submitted by Ms. Peterson <br />don't live in Ramsey some live in North Dakota. <br /> <br />Ms. Peterson stated she is aware of that. <br /> <br />Councilmember Zimmerman stated he does not snowmobile either but does not want to throw <br />out all snowmobile use with the bad ones. He stated he could support this ordinance if there <br />were some modifications such as allowing snowmobiling on a one-acre lot. <br /> <br />Mayor Gamec stated that snowmobile use on your own private property is not being restricted by <br />this ordinance. <br /> <br />Councihnember Anderson stated that you can also give written permission for others to <br />snowmobile on your property. <br /> <br />City Council/July 9, 2002 <br />Page 10 of 24 <br /> <br /> <br />
