Police Sergeant Way stated that is correct.

Councilmember Anderson read the description of the line that described the area of restriction
and asked if there should be a map at City Hall which defines that location.

City Attorney Goodrich stated that a map can be available at City Hall.

Mayor Gamec explained how the line of restriction was developed and noted that many
ordinances from other cities were reviewed. He stated that from day one the Council has asked
snowmobilers to watch it.

Ms. Peterson stated she is a snowmobile safety instructor and member of the snowmobile club.
She pointed out that there were 42 complaints last winter and there are 4,064 registered sleds in
Ramsey, which leads her to believe the majority are law-abiding snowmobilers. She stated she
does not support this level of restriction and asked for a show of hands from the audience if they
became aware of this meeting due to her efforts. Ms. Peterson suggested that more need to k_now
about this before action is taken.

Mayor Gamec stated the City put an article in the Anoka Union, met with the snowmobile club,
and tabled consideration so more could be notified. He stated the Council has done almost
everything they can in this regard and he appreciates Ms. Peterson's efforts to notify others.

Ms. Peterson stated their snowmobile club is small and has only 12 families She stated they
moved to Ramsey to snowmobile and she takes offense at the comment that they should have
trailers.

Mayor Gamec suggested instead she take offense at the violators who have brought about this
problem. He stated the Council must vote on this and he thinks it's a shame.

Ms. Peterson stated she thinks it's a shame also.

Mayor Gamec concurred and stated he hopes the outer area remains without problems and can be
preserved. He stated there are also problems at the Boy Scout Camp.

Councilmember Hendriksen asked what would be proposed as an alternative to give Ms.
Peterson what she wants and yet accomplish the goal of minimizing the impact on those who do
not love snowmobiles. He stated that Police Sergeant Way has indicated they have looked at
other alternatives but providing routes creates problems in getting to those routes. He stated he
does not see an alternative to this ordinance.

Mr. Noard stated the Highway 10 corridor has to be opened because then you can get to
Zimmerman or Princeton. He stated the Andover ordinance has certain corridors to get north.
Mr. Noard stated he lives in Andover and had attended those meetings. He agreed with the
problems experienced in residential areas and feels it is the 15 or 16 year old kids that have no
safety training who are giving everyone a bad name.

City Council/July 9, 2002
