Mayor Gamec stated that domestic abuse cases should also be considered which would be <br />beneficial to the Police Department. He asked staff to research language to address the eviction <br />of disorderly conduct tenants. <br /> <br />Councilmember Kurak asked if this ordinance will address the situation after the building is <br />constructed and is 10 to 15 years old and starts to crumble. <br /> <br />Community Development Director Frolik stated that is correct and also addresses the minimum <br />size for occupants in the bedroom, ceiling heights, and structurally-sound floors. <br /> <br />Councilmember Kurak asked how this will be enforced. <br /> <br />Community Development Director Frolik advised that the current Code says the City can do <br />annual inspections of multi-family and there is a licensing procedure. <br /> <br />Councilmember Kurak stated this will also address single-family residential and asked how it <br />will be enforced. <br /> <br />Community Development Director Frolik stated it does and the City has already evicted from a <br />single-family home which was done through the proper procedures and involved the County <br />Sheriff's Department. <br /> <br />Councilmember Kurak stated she understands the need for more regulatory control over rented <br />multi-family but prefers not so much over single-family residential. <br /> <br />Councilmember Zimmerman stated he shares that thought and thinks this is for more fully- <br />developed cities. He noted that Ramsey has more rural areas. <br /> <br />Mayor Gamec noted the City's nuisance ordinance also comes into this. <br /> <br />Majority consensus of the City Council was to direct staff to draft the ordinance language which <br />includes the additional topics presented and to check with the City Attorney about the eviction <br />question. <br /> <br />2) Code Enforcement (5/6/02) <br /> <br />City Administrator Norman stated the issue of code enforcement was last addressed in May. <br /> <br />Community Development Director Frolik explained that code enforcement is still done through a <br />reactive, complaint-only basis. When a complaint is received, staff verifies the violation, and <br />sends a letter requesting compliance, usually giving 30 days. If there is no response, another two <br />weeks is given and then the violator is sent another letter and staff seeks the assistance of the <br />legal offices. <br /> <br />City Council Work Session/July 23, 2002 <br /> Page 4 of 11 <br /> <br /> <br />
