She noted that it is not just the <br />immediate neighbor's concern but also the other tenants in the building. <br /> <br />Councilmember Kurak asked for clarification of the phrase "discontinuance of utilities" and what <br />responsibility the City is looking at. <br /> <br />Community Development Director Frolik stated it would identify who is ultimately responsible <br />(renter, manager, home owner) and the "discontinuance of utilities" would discontinue basic <br />necessities such as heat, electricity, and water. That can only be done for minor interruptions for <br />repairs. <br /> <br />Councilmember Kurak asked for further clarification through an example. <br /> <br />Community Development Director Frolik read an example cited in the Housing Code. <br /> <br />Councih'nember Zimmerman asked what is entailed by the phrase "conduct of tenants and <br />guests." <br /> <br />Community Development Director Frolik requested a few minutes to find that information. <br /> <br />City Administrator Norman stated it is a lengthy ordinance to review so "Cliff Notes" were <br />provided of what the topics are. He noted this information covers over half of the items in the <br />ordinances and shows a breakdown of the differences between the ordinances. <br /> <br />Councihnember Anderson stated her understanding that some of the City's officers have already <br />begun training in that area. <br /> <br />Mayor Gamec stated lately he has heard a lot about grilling on second floor decks in apartments <br />and asked if that is addressed in the ordinance. <br /> <br />Community Development Director Frolik stated that is addressed in the Fire Code. With regard <br />to Councilmember Zimmerman's earlier question about "conduct of tenants and guests," <br />Community Development Director Frolik read from the Coon Rapids ordinance that prohibited <br />conduct which includes prostitution, gambling, disorderly assault, unlawful sale of controlled <br />substances and alcoholic beverages, unlawful use of firearms, and noise including animal noise. <br /> <br />Mayor Gamec stated he would like the eviction time included to avoid repeated, continuous <br />problems with something such as drug use where the person is in jail. He asked the City <br />Attorney to review how the ordinance could assist landlords with the removal of an unruly <br />tenant. <br /> <br />Community Development Director Frolik stated that Coon Rapids also has a crime prevention <br />license agreement that is entered into with owners of multi-family buildings and goes a step <br />further to put programs into place that will deter crime in the development. <br /> <br />City Council Work Session/July 23, 2002 <br /> Page 3 of 11 <br /> <br /> <br />
