Ramsey does require licensing of rental units but the Coon Rapids and New Brighton ordinances <br />apply to all structures, commercial, and single family to multi-family. <br /> <br />City Administrator Norman asked how long the Coon Rapids and New Brighton ordinances are. <br /> <br />Community Development Director Frolik stated they are about a dozen pages. <br /> <br />City Administrator Norman stated that instead of going page-by-page, staff wanted to provide a <br />summary of the topics covered as well as what is contained in the Ramsey ordinance. He <br />explained the next step is for the Council to decide if they want to include those issues in the <br />Ramsey ordinance. In that case, staff will draft the ordinance, which will be quite lengthy <br />because it will contain the City's current ordinance as well as the additions from the Coon <br />Rapids and New Brighton ordinances. <br /> <br />Councilmember Zimmerman asked if this only applies to rental units. <br /> <br />Community Development Director Frolik stated the Ramsey ordinance applies to all residential, <br />single-family, multi-family, and rental. The New Brighton ordinance applies to all residential <br />and commercial structures. <br /> <br />Councilmember Zimmerman asked if it would apply to future rentals also. <br /> <br />Community Development Director Frolik stated it would apply to current rental and future rental <br />if that language is retained. <br /> <br />Councihnember Kurak asked if the question of staff is to return with a Ramsey ordinance that <br />includes all of the additions from the Coon Rapids and New Brighton ordinances. <br /> <br />Community Development Director Frolik stated that the issues identified by the Council can be <br />included to fill in the "gaps" that currently exist in the Ramsey Code. <br /> <br />Councilmember Hendriksen stated he thought the issue of driveways and parking areas had <br />already been addressed, although maybe not in as much detail. <br /> <br />Community Development Director Frolik stated the design standards are addressed during site <br />plan review; however, not as part of the Housing Code. <br /> <br />Councilmember Anderson asked if this will become a maintenance code as well. <br /> <br />Community Development Director Frolik answered in the affirmative. <br /> <br />Councilmember Anderson noted this will help keep things from becoming too tattered. She <br />stated she would hope some of the concerns people have with renters, conduct of tenants and <br />guests, and exterior lighting are addressed to keep the City "ahead of the game" and provide the <br /> <br />City Council Work Session/July 23, 2002 <br /> Page 2 of 11 <br /> <br /> <br />
