The future site layout plan to facilitate an eXpansion of Cobom's identifies the potential need to <br />remove the center driVe lane and 38 parking spaces from this westerly parking lot. The drive- <br />thru traffic pattern for the pharmacy wo.Uld remain basically the same as it is proposed today. <br />The Caribou drive-thru users would still be directed to the south end of the parking lot but with <br />the loss of the 2na driv~e lane, it will be n~ceSSary to create a cul-de-sac type configuration at the <br />south end to enable vehicles t° negoiiate a turn to the north again to approach the drive-thru lane <br />at Caribou. ~ <br /> <br />The current requirement for off-street Parking spaces for Coborns, Comer Retail, Gateway <br />Retail, Pond Building :and an additional building on Lot 2 is 445. The current site layout for <br />Town Center 3rd Addition identifies 488 spaces, which includes the loss of 1 space to extend the <br />length of the Caribou: drive-thru lane. The future site layout eliminates another 38 parking <br />spaces in conjuction with an expansion of COboms, which results in a site total of 450 parking <br />spaces. The future site layout maintains compliance with the 445 parking spaces required. <br /> <br />On December 14, 2004, the City CoUncil granted preliminary Site plan approval, based on the <br />modifications to the drive-thru lane, With a condition that the Planning Commission be given the <br />opportunity to review the final site plan. <br /> <br />On January 6, 2005, the Planning CommissiOn reviewed the final site plan, including the <br />modifications to the drive-thru lan·, for the Pond Building. The Planning Commission <br />recommended City Council apprOval of the! fmal plans. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning Commission recommend final site plan approval. The City and <br />Ramdance have executed a Development !Contract and Allocation Agreement, in accordance <br />with City Council action on October 12, 20104, that is applicable to the Pond Building as well as <br />the Grocery Building, Corner Retail Building and Gateway Retail Building. <br /> <br />Council Action: <br /> <br />Motion by Councihnember and seconded by Councilmember to <br />approve the final site plan for the Pond Building in Ramsey Town Center 3ra Addition contingent <br />upon compliance with City Staff Review Letter dated December 29, 2004. <br /> <br />Review Checklist: <br /> <br />Community Development Director <br />Civil Engineer II <br /> <br />CC: 01/11/05 <br /> <br />Copies To: <br /> <br />City Attorney <br /> <br /> <br />
