Town Center 3rd Addition - Site plan/POnd Building' <br />December 29, 2004 <br />Page 4 of 5 <br /> <br />Town Center DevelOpment Review G.U, idelines: The .following comments are'a review of the <br />site plan in accordanc~e with the Sub-District Guidelines foe the TC-2 Commercial area, as found <br />in the Final Draft ToWn Center Dev61opment Guidelin~es. <br /> <br />Public Realm/Streetaeape: No public p~ks are identified for this sub-district. This sub-district <br />encourages a mix of large and Smalli floor buildings, accommodating auto-oriented uses. <br />Therefore, an attractive streetscape~ sm~ll scale green spaces, pockets of gathering areas are <br />encouraged. Th~ Pond Building does back up to a pond. The site plan for the building identifies <br />an outdoor dining area overlooking the POnd to provide that small scale green space and a public <br />· gathering area. : <br /> ,.. <br /> <br />Site Development.: The site plan for Loll 1- and Lot 2 includes a mix of large scale retail and <br />convenience uses. The nature of the TC:2 Sub-district will inevitably include gaps between <br />buildings, surface parking adjacent to" street right-of-way, and greater building setbacks. <br />Generally, the buildings proposed for this block are located at the street rigtit-of-way, with the <br />exception of the Pond Building and the g~ocerr store. While the Pond or restaurant building will <br />not be adjacent, to Sunwood Drive arid the, associated streetscapes, it will be located adjacent to a <br />landscaped pond. The proposal for the POnd;building will provide an outdoor dining experience <br />that overlooks the landscaped pond area.. <br /> <br />Architectural Standards: In accordance ~th stated goals of the Town Center design gui'delines,. <br />detailed elevations regarding architecture ~'or the building have been provided. The architectural <br />features of the Pond Building are multi'sided and include diversity 'in texture, color, shapes, <br />projections, recesses, :height, and transparendy at street level. The selected materials are <br />consistent with the buildings apprbved in. Phase 1 and include brick, EIFS, and Split-Faced CMU <br />integrally treated with color, and metal aOcents. It is noted that some of the metal accents are <br />referred to as corrugated metal Panels. Sthf-fis requesting that a sample of the corrugated metal <br />panels be provided at the Planning CommisSion meeting for review. The. TC-2 District requires <br />buildings to be 1-3 stories in height. The corner retail building is one-story. <br /> <br />The guidelines recommend 35% of the to~al ground level street front fagades b.e glass openings. <br />The building c6ntains access doors ifacing the parking lot rather than a street. The glazing <br />calculation for the' north or parking lot side of the building is 18%. The reduction in glazing <br />materials is logical, given that restaurants: are not the typical window shopping experience the <br />City is striving for with the retail buildings. The use of brick is .encouraged; 37% of the total <br />non-glazed wall area is brick. The calculations provided indicate that 44% of the n6n-glazed <br />area is brick and/or a comparable material. <br /> <br /> <br />
