City Engineer Olson reviewed Page 141 of the Council information and with regard to the sewer <br />and water trunk charges explained that this is the only development of the three being considered <br />tonight asking for allowance to utilize some of the trunk fee money. During preliminary plat <br />approval there was a contingency included about the need for a 100-foot easement to be <br />preserved for the construction of a trunk sewer line through this site. The developer has opted to <br />construct that facility so the pipe will be in the ground. The City allowed about one foot between <br />the existing trunk to where it would come up to this trunk. He explained that they are utilizing <br />this trunk for their internal system; however, it is much larger and deeper than the City would <br />have required for this property. So, they are asking for use of $49,932 and staff feels those are <br />eligible costs for the Trunk and Sewer Fund. They would still pay an additional $48,000 to the <br />City towards the construction of the trunk facility to this property and have agreed to provide the <br />lift station in a location that abandonment will be easy in the future. <br /> <br />Councihnember Hendriksen asked if $49,000 is a reasonable cost for the incremental work that <br />the City bas requested to be done. <br /> <br />City Engineer Olson stated that he believes it will be adequate. <br /> <br />Councilmember Hendriksen asked about the abandonment of the lift station. <br /> <br />City Engineer Olson stated it is generally the intent to get gravity sewer to each of the new <br />developments. With these four developments, they were given the option to pay for the trunk <br />line extension to this facility, and not need a lift station; or, construct a lift station with the <br />forcemain in a location so it could be easily abandoned in the future with the extension of the <br />trunk facility; or, wait until the trunk facility came and then develop. They chose to pay for the <br />construction of the lift station and the forcemain that goes all the way to the existing sewer line. <br />The City wants to assure the location of that lift station is such that it could be abandoned and the <br />rest of the system remain functional. <br /> <br />Councilmember Hendriksen asked if the City pays for maintaining the lift station. <br /> <br />City Engineer Olson answered in the affirmative. <br /> <br />Councilmember Zimmerman asked when the trunk sewer will be extended. <br /> <br />City Engineer Olson stated it is not on the "drawing boards" now but may be considered shortly <br />since the funding being generated from the developments could be used to construct the trunk <br />facility. They decided to not do so because the estimated cost is about $2 million. <br /> <br />Councilmember Zimmerman asked how much has been collected so far. <br /> <br />City Engineer Olson estimated $2.2 million. <br /> <br />Councihnember Zimmerman noted that bonds would not be needed to do that work. <br /> <br />City Council/July 23, 2002 <br />Page 15 of 30 <br /> <br /> <br />
