Subsequent to the City Council review, Oakwood Land Development, the developer for Wildlife <br />Sanctuary 2"d Addition, purchased Lot 3, Block 1, from Kelsey Gustafson, the developer of <br />Wildlife Sanctuary 3*d Addition. Oakwood Land Development now owns Lots 1, 2, and 3 of <br />Wildlife Sanctuary Addition and is proposing to plat the property into 54 single-family lots <br />serviced by municipal sewer and water. The subject property was recently rezoned to R-l, <br />Single Family, and is eligible for development to a density of three units per acre. The subject <br />property is 39.16 acres in size. The final plat is proposing to subdivide the subject property into <br />54 single-family lots which substantially conforms to the preliminary plat approved for both <br />Wildlife Sanctuary 2''d Addition and Wildlife Sanctuary 3rd Addition. In accordance with the <br />approved preliminary plat, the site will gain access from State Highway #47 by the extension of <br />156th Lane. The plat will also be served by 157th Avenue to the west and Iodine Street to the <br />south. Iodine Street provides a connection to the proposed Sunflower Ridge development <br />located to the south of the subject property. Park dedication will consist of a cash payment. City <br />Engineer Olson has reviewed the Final Grading Plan, Construction Plans, and Specifications. <br />City Staff Review Letter dated July 19, 2002 itemizes the required modifications and corrections <br />to the plans. Council's approval of the preliminary plat was granted with certain contingencies <br />that have been addressed as follows: A positive stormwater outlet is being provided to the east, <br />will be constructed by Edina Development, and will be proportionately cost shared between the <br />three developments (Sunflower Ridge, Evergreen Point, Wildlife Sanctuary 2nd Addition.) With <br />respect to the requirement for a trunk sanitary sewer line or preservation of a 100 foot wide <br />corridor for same, the developers have chosen to install the trunk facility through Wildlife <br />Sanctuary 2"d Addition and, therefore, this contingency has been addressed. Funding of the <br />sewer and water trunks, lift station and stormwater improvements have been addressed in the <br />development agreement for Council's review. Rezoning to single family urban residential was <br />approved on June 11 and Lot 10 was verified as a buildable lot. City Engineer Olson has <br />reviewed the plans and determined that a building pad can be constructed on Lot 10. The plan <br />was to ensure Mr. Giles' property will not be disturbed during construction by placing a silt <br />fence along his property line. Staff has been unable to contact him, however, construction plans <br />are providing for the required silt fence along Mr. Giles' property. City Staff recommends final <br />plat approval subject to compliance with the City Staff Review Letter dated July 19, 2002. <br /> <br />City Engineer Olson stated he spoke with Mr. Giles prior to the meeting tonight and in addition <br />to these constraints, Mr. Peterson has written Mr. Giles a letter stating that he will install a <br />temporary construction fence ten feet south of the north property line to assure Mr. Giles' <br />property is not disturbed and will provide additional protection for the grades and construction <br />techniques needed to complete this project. <br /> <br />Councilmember Anderson reviewed the tree preservation issues and that lots will be custom <br />graded in order to save as many trees as the new homeowner desires. She stated this is an <br />interesting approach. <br /> <br />Councilmember Hendriksen asked about the cost of the extension of sewer and water being in <br />accordance with the development agreement. <br /> <br />City Council/July 23, 2002 <br />Page 14 of 30 <br /> <br /> <br />
