Councilmember Hendriksen inquired if the City's obligation during the term of the contract is to <br />pay $90,000 in rent, maintain the facility, and then another $100,000 up front. <br /> <br />City Engineer Olson replied that the City is obligated to contribute $104,000, of that, $90,000 <br />can be used to offset the $104,000. <br /> <br />Councihnember Hendriksen replied great. <br /> <br />Councilmember Anderson stated that there wasn't a disagreement that it would be better for the <br />City to own the land, but because of the time constraints they chose to do the lease agreement. <br /> <br />Councilmember Zimmerman stated that he did not think that leasing the property was the best <br />deal for the residents. The City of Ramsey will have to provide the turning lanes on Ramsey <br />Boulevard which is another $70,000 that will have to be paid for by the taxpayers. <br /> <br />City Administrator Norman stated that if the City were to start condenmation action for the <br />property they would miss the window of opportunity. <br /> <br />Councilmember Zimmerman replied that that was assuming that the window of opportunity <br />would not be there again. <br /> <br />City Attorney Goodrich recommended that the motion include the following language: <br />"pursuant to the amendment terms presented this evening, together with those additional terms <br />discussed at this meeting, which would include that the City is not liable to maintain a <br />replacement park and ride, and in the event there is no longer a commuter coach the City will not <br />be under the obligation to provide and maintain the facility." <br /> <br />Councilmember Hendriksen inquired if there was anything in the lease agreement that relieves <br />the City fi'om removing the asphalt. <br /> <br />City Attorney Goodrich replied that the lease would require the City to remove the facility if <br />they were to abandon it over the 10 years. <br /> <br />Councilmember Hendriksen inquired as to the cost to remove the asphalt. <br /> <br />City Attorney Goodrich replied that he was unsure. <br /> <br />City Engineer Olson stated that it would be a parking lot so it is conceivable that if it were <br />abandoned it could be utilized in some sort of site plan. <br /> <br />Councilmember Hendriksen stated that he would hope for some sort of clarification that they <br />would not have to remove the asphalt. If the City is responsible to restore the property to its pre- <br />lease condition it is a significant amount of money and should be addressed in the lease. <br /> <br />City.
