In that decision, two lots owned by the same fam- <br />ily were deemed "substandard" after zoning regulations changed. The court <br />had ruled that local regulators could effectively treat the two neighboring lots <br />owned by the same family as if they were a single parcel of property. The <br />Homeowners Bill of Rights would "let property owners build on and sell <br />substandard lots if they were legal when they were created." It would also pro- <br />hibit merging adjacent lots that share the same owner without the owner's <br />permission.. . .
