Councilmember Hendriksen replied that if they cannot eliminate the possibility then they need to
protect the City.

Mayor Gamec stated that the fact is that there is no intention of having a City Manager.

Councilmember Anderson inquired as to what type of setting would be appropriate to review the
City Administrator's contract.

City Attorney Goodrich replied that he wanted to review the contract and then he would forward
a memo to the Council.

Councilmember Hendriksen stated that Ms. Milless asked to have the case regarding the City
Manager form of government be placed on the agenda so obviously there is some interest and if
it were to happen the City has to be protected.

City Attorney Goodrich stated that the issue should be placed on the agenda when the City
Administrator is present so he can answer those questions and he will advise the Council on how
to amend the contract.

Case #4: Update on the Proposed Snowmobile Ordinance

Councihnember 'Hendriksen requested an update on where they are with meeting with the
snowmobile club.

Mayor Gamec stated that Sergeant Way and he met with three members of the snowmobile club
to address their concerns regarding the snowmobile ordinance. They have come up with some
answers and Sergeant Way was going to contact the City Attorney regarding the changes to
determine if a new public hearing would be required. One issue they considered was developing
a license within the City, but they felt that would be too costly. They agreed that Armstrong
Boulevard would have a right of way to Highway #10 and Highway #10 would be authorized for
snowmobiles. At Rivers Bend Park, snowmobilers would be permitted to park and snowmobile
on the river. There was also a discussion about parking at the fire station and the feeling was that
it wonld interfere with the fire department.

Councilmember Zimmerman stated that some of the things mentioned reflect what Andover has
included in their ordinance.

Councilmember Hendriksen stated that it sounded like the option of having some sort of Ramsey
license was rejected. He stated that he would like to explore that somewhat.

Mayor Gamec replied that the issue was discussed at length and it was felt that they would have
to charge a $25.00 to $50.00 fee to cover the costs. They felt that they could keep a corridor
open without having to charge a fee.

City Council/August 19, 2002
Page 10 ofll
