Councilmember Hendriksen inquired as to when they would be discussing Mr. Norman's <br />contract. <br /> <br />Councilmember Anderson suggested that the issue be placed on a future agenda. <br /> <br />Councilmember Hendriksen inquired as to the process of negotiating a new contract. <br /> <br />Mayor Gamec noted that there was no action by the City to become a City Manager form of <br />government at this time. <br /> <br />Councilmember Hendriksen replied that he understood that, but it was stated that after the first of <br />the year the Charter Commission would consider the change and there could be a special <br />election. <br /> <br />Mayor Gamec replied that that was not the case. He stated that the Charter Commission stated <br />that they might consider the change in the future. Consensus was that there was no need to go to <br />a City Manager type of government at this time and that the issue would not go on the ballot for <br />this year. <br /> <br />Councilmember Zimmerman stated that the point is the fact that the Charter Commission was <br />entertaining the idea of placing the issue on the ballot to create a City Manager position, but they <br />ran out of time, which is different from what was stated. In the future the Charter Commission <br />will probably consider the change. <br /> <br />Councilmember Hendriksen stated that his reading of what was going on is that the Charter <br />Commission fully expected the issue to be placed on the ballot and it was only the fact that the <br />timing did not work out that it was not. He asked the Charter Commission Chairman for <br />clarification and he said it would be considered after the first of the year and asked if he would <br />consider a special election and he replied perhaps they could combine the issue with a different <br />issue. When they write a contract they need to protect themselves fi.om the obvious of what <br />might occur. <br /> <br />Darlene Milless, 14550 Ramsey Boulevard NW, Ramsey, stated that she is a member of the <br />Charter Commission and the consensus was to discuss the issue sometime in the future. The <br />Charter Commission is not in favor of special elections because of the costs, so to say that they <br />are going to have special election is not true. <br /> <br />Councilmember Hendriksen inquired if they could say absolutely that the issue would not come <br />forward. <br /> <br />Ms. Milless replied that she couldn't say that for sure. <br /> <br />City Council/August 19, 2002 <br /> Page 9 ofll <br /> <br /> <br />
