Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />2) <br /> <br /> Summary of City Council's Performance Evaluation of City Administrator James <br /> E. Norman <br />On August 13, 2002, the City Council met during a closed session pursuant to Minn. Stat. <br />13D.05, Subd.3, to evaluate the performance of City Administrator, James E. Norman. <br />The summary of the performance evaluation states that Mr. Norman meets expectations <br />in the majority of the areas evaluated, exceeds expectations in some areas evaluated, and <br />needs improvement in other areas evaluated. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to adopt Resolution <br />#02-08-196 summarizing the City Council's performance evaluation of City Administrator, <br />James E. Norman. <br /> <br />Further discussion: Councilmember Hendriksen stated that a year ago in connection with Mr. <br />Norman's appraisal they changed his contract and it would seem it was the most appropriate time <br />to do so again if changes are to be made. He stated that they should be prepared to negotiate <br />changes in the likelihood they will have a vote for a change from City Manager to City <br />Administrator. He felt that they needed to protect the citizens of Ramsey from having to pay Mr. <br />Norman's salary for six months as well as a City Manager. He also does not want to just offer <br />the position to Mr. Norman. Councilmember Anderson replied that the motion was summarizing <br />the performance evaluation. Councilmember Hendriksen replied that without having that, Mr. <br />Norman's contract would be renewed. He stated that they need to decide how they are going to <br />address the concerns he brought forward. City Attorney Goodrich recommended that the <br />Council pass the proposed resolution complying with State Statute. Councilmember Zimmerman <br />stated that his evaluation of the person is that he could have done a lot better. City Attorney <br />Goodrich advised Councilmember Zimmerman that he could expose the City to an employment <br />lawsuit by making those statements. The Council is not authorized to discuss the review. <br />Councilmember Anderson stated that if at a later date they want to consider new terms of Mr. <br />Norman's contract or what might happen if they change systems that can be done as a separate <br />discussion. Councilmember Hendriksen stated that the vote is whether or not they agree with the <br />summary and they may disagree with that summary in which they can vote no. Councilmember <br />Anderson replied that the vote is what came from the meeting. City Attorney Goodrich noted <br />that the majority would be the City Council action. <br /> <br />Motion carried.
