Case #2: Adopt Ordinance Deleting City Charter Section 3.2 <br /> <br />City Attorney Goodrich stated that the City Council introduced an ordinance deleting Section <br />3.2 "Liaison Function" and Subsection 3.2.1. "Precinct Liaison" from the City Charter, with the <br />exception that subsection 3.2.2. "Precinct Boundaries" shall not be deleted. The City Council <br />must adopt the ordinance unanimously in order for a Charter amendment to take place. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to adopt the <br />ordinance deleting Section 3.2 "Liaison Function" and Subsection 3.2.1 "Precinct Liaison" from <br />the City Charter, with the exception that subsection 3.2.2. "Precinct Boundaries" shall not be <br />deleted. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Kurak aye <br />Councilmember Zimmerman nay <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br />Mayor Gamec aye <br /> <br />Motion failed. <br /> <br />City Attorney Goodrich noted that the issue would be placed on a future agenda for the Council <br />to establish a ballot question. <br /> <br />Councilmember Zimmerman stated that he was elected at large and was now being forced to <br />serve in a ward. <br /> <br />Case #3: Report from Personnel Committee <br /> <br />The Personnel Committee conducted a closed session on Tuesday, August 13, 2002 to discuss <br />the following cases: <br /> <br />1) <br /> <br />Finding of No Discipline Regarding City Employee <br />On July 23, 2002, the City Council received a citizen complaint regarding the conduct of <br />a City employee subject to the City Council's authority. Pursuant to Minn. Stat. 13D.05, <br />Subd.2, City Council met in a closed session for preliminary consideration of the <br />allegations and charges on July 13, 2002. During this session, a majority of City Council <br />concluded that the allegations were not cause for discipline of the employee. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to adopt Resolution #02-08-195 <br />Finding of No Discipline Regarding City Employee. <br /> <br />City Council/August 19, 2002 <br /> Page 7 of 11 <br /> <br /> <br />
