doing some research of other cities the City of Ramsey is receiving significantly less revenues in <br />the area of building permits. Staff will be preparing a report for Council prior to adopting the <br />final budget. <br /> <br />Councilmember Kurak inquired as to what had changed with the TIF laws. <br /> <br />City Administrator Norman explained that two years ago the State took the school revenues out <br />of the TIF funding, which was about 40 percent of the revenue. <br /> <br />Councilmember Zimmerman inquired if the City is still able to pay back the bonds the City took <br />out for the businesses with the reduction in revenues. <br /> <br />Finance Officer Lund explained that there are currently enough funds to pay for the bonds. <br /> <br />Finance Officer Lund reviewed the 2003 proposed budget and the proposed 2003 property taxes. <br /> <br />Councilmember Anderson pointed out that some neighboring cities were making a substantial <br />amount on collecting franchise fees. <br /> <br />City Administrator Norman replied that he knows that Coon Rapids does collect franchise fees <br />and it is something that staff has talked about in the past. He noted that they could discuss the <br />issue further at a future Council work session. <br /> <br />Consensus was to add the issue of franchise fees to a future Council work session. <br /> <br />Councilmember Hendriksen stated that as part of that discussion he would like to know if the fee <br />charged is passed directly to the citizens. <br /> <br />Finance Officer Lund replied that the franchise f~e is a line item on the residents' utility bills. <br /> <br />Councihnember Hendriksen inquired as to what the point would be to charge the fee if the <br />residents pay for it either way. <br /> <br />City Administrator Norman noted that not all properties are taxable, but they would be required <br />to pay a utility fee. <br /> <br />Councilmember Kurak inquired about the general liability loss. <br /> <br />Finance Officer Lund explained that the City's workers compensation premium will go up <br />considerably because of a large workers compensation claim. As Ms. Lund continued to review <br />the budget she noted that $20,500 was deleted as a line item that cuts staffing for after school <br />programs. <br /> <br />City Council/September 3, 2002 <br /> Page 2 of 6 <br /> <br /> <br />
