Councilmember Kurak stated that she researched the issue and she was told that the City should <br />research how many Ramsey students are involved with the program because it might be very <br />minimal. <br /> <br />Finance Officer Lund replied that she had spoken to someone at the school and they stated that <br />Ramsey students were the biggest users of the program. <br /> <br />Councilmember Anderson inquired as to where mediation fits into the budget. <br /> <br />Finance Officer Lund explained that mediation is budgeted under Mayor and Council, pointing <br />out that $1,787 was budgeted for 2003. <br /> <br />Councihnember Hendriksen inquired as to what the City receives for that cost. <br /> <br />Sergeant Way replied that the Police Department uses the mediation services in several ways, <br />such as neighborhood disputes. <br /> <br />City Administrator Norman noted that the City also uses the mediation services to resolve code <br />enforcement issues as well. <br /> <br />Councihnember Hendriksen stated that the City obligated themselves to subsidize the ACCAP <br />project and inquired as how that was reflected in the budget. <br /> <br />Finance Officer Lund explained that the ACCAP project is not part of the general fund budget <br />because it was a TIF project, which is completely separate. <br /> <br />Councilmember Hendriksen stated that TIF has been reduced by 40 percent and inquired if' the <br />City is obligated to pay ACCAP a "hard fast number" or is the City obligated to the amount of <br />money that arrives to the City from the TIF district. <br /> <br />City Administrator Norman replied that he believed the number was based on the revenue <br />collected. <br /> <br />Councilmember Hendriksen inquired if the changes in the TIF laws put the City on the hook for <br />subsidizing the difference or does ACCAP have to take less. <br /> <br />City Administrator Norman replied that he would research that information and update the <br />Council in the weekly update. <br /> <br />Councilmember Zimmerman inquired if additional personnel were included in the budget. <br /> <br />City Administrator Norman replied that the budget does not include any additional personnel. <br /> <br />City Council/September 3, 2002 <br /> Page 3 of 6 <br /> <br /> <br />
