Finance Officer Lund explained that the personnel budget increase relates to the step increases
and union negotiations.

Councilmember Anderson inquired as to what are other communities are doing regarding salaries
during these difficult financial times.

Mayor Gamec questioned how a city could cut basic services while the City is continuing to
grow.

Councilmember Hendriksen inquired as to the $9,000 budget amount for QCTV personnel.

Counci Imember Kurak replied that that amount was added at her request, but it could be removed
from the budget. It had been brought to her attention that the City could have their own full-time
associate producer with benefits at a cost to the City of $9,000.

Councilmember Hendriksen noted that the City has $100,000 of discretionary funds at QCTV
they could use for an associate producer. He requested that the Council discuss the issue of a
full-time associate producer at a future Council work session.

Mayor Gamec stated that it was his understanding that everything will be taped and not aired live
in the near future.

Councilmember Kurak replied that she had not heard that, but would research that information
further.

Councilmember Anderson inquired as to where the Ramsey Resident fits into the budget.

Finance Officer Lund reviewed the budget for the Ramsey Resident, noting that the budget for
additional editions was cut from the budget.

Assistant City Administrator Nelson explained that staff researched how they could support a
monthly newsletter and it was determined that a monthly newsletter would require significant
staff time as well as double the budget for the newsletter.

Councilmember Hendriksen pointed out that they just found $9,000 they did not need to spend
that could be used for additional newsletters.

Councihnember Zimmerman stated that he did not see a need for the additional editions when the
budget is so tight.

Councihnember Kurak suggested that they add the $9,000 to the newsletter budget to make it
available for special editions throughout the year, but not change the amount of editions that are
currently sent out.

City Council/September 3, 2002
