Douglas Fountain, 15255 Garnet Street NW, Ramsey, stated that he lives on a cul-de-sac on the <br />west end of Alpine Park and on two occasions he has caught snowmobiles in his yard, and his <br />yard is fenced. By the good graces of his wife, she said let them go. <br /> <br />Jeff Cerise, 16421 Olivine Street NW, Ramsey, stated that he moved out to Ramsey to have the <br />ability to snowmobile from his house in addition to having acreage. He stated that he did not <br />understand what the problem was because he had not heard a lot of complaints. Mr. Cerise <br />suggested that they use some education on the snowmobile side as well as the complainers. <br />Emphasizing that people should not put signs right where snowmobiles are suppose to be riding <br />because then they are forcing snowmobilers to ride on their property. In regards to the snow fall <br />issue he questioned why the City was trying to protect the ditches. The ground is frozen and it is <br />covered over with grass very fast. He stated that he was concerned that next they will ban <br />snowmobiles throughout the City and then next it will be campers and no camp fires. He <br />questioned when it was going to stop. There are places that have covenants where people to <br />chose to live and they chose to live in Ramsey because it is the country and should stay that way. <br /> <br />Mr. Fredrick stated that if they are going to narrow the focus to certain areas of the City <br />snowmobile traffic will increase on those routes and cause more people to go outside the <br />easelnent. <br /> <br />Steve Kapp, 7451-149"~ Avenue NW, Ramsey, inquired as to what part of the City moSt of the <br />complaints are coming from. <br /> <br />Mayor Gamec replied that there have been complaints from many areas in the City, but mostly <br />from the area where the non-use was being recommended. He explained that the Council did <br />look at the idea of banning snowmobiles throughout the entire City, but they don't want to do <br />that. He did meet with the snowmobile club about the issue and they hope the ordinance will <br />send a message that snowmobilers have to respect others people property. <br /> <br />Mr. Kapp recommended that they ban snowmobiling in any development with lot sizes less than <br />one acre. <br /> <br />Mayor Gamec replied that he had worked closely with three members of the snowmobile club on <br />drafting the ordinance. <br /> <br />Mr. Kapp inquired if the problem was enforcing the rules. <br /> <br />Mayor Gamec replied yes. <br /> <br />Mr. Kapp inquired as to how banning snowmobiles would improve enforcement. <br /> <br />Mayor Gamec replied that it is easier to stop a problem when the use is prohibited. <br /> <br />City Council/September 11, 2002 <br /> Page 10 of 31 <br /> <br /> <br />
