Case #6: <br /> <br />Request for Sketch Plan Review of Town Center North: Case of Brightkeys <br />Building and Development <br /> <br />Community Development Director Frolik stated that Brightkeys Development Corporation has <br />applied for sketch plan review of a townhome development proposed to be located at the NW <br />quadrant of Ramsey Boulevard and Industry Avenue. City Code does not require City Council <br />review of the sketch plans. However, in accordance with the new density transition ordinance <br />that will be in effect on September 30, the developer has requested that staff bring the sketch plan <br />forward for City Council consideration prior to designing the preliminary plat. The northwesterly <br />boundary of the plat is adjacent to a 10-1ot planned unit development designed to accommodate <br />residential uses with home occupations or small businesses on the south end of the lots. There is <br />also a substantial wetland between the PUD and Brightkeys property. Any density transition that <br />may have been required here would appear to have been met by the commercial uses on the south <br />part of the PUD and the natural feature of the wetland. The northeast boundary of the plat is <br />separated fi'om the rural lots to the north by a public street. The southeast comer of the plat is <br />adjacent to a parcel that is also in the MUSA and is zoned for medium density residential. The <br />property currently contains a single-family residence. <br /> <br />Phil Dommer, Brightkeys Development Corporation, stated that they want to come back with a <br />plat that works for everyone. Brightkeys intends on bringing in a plan that will comply with all <br />City ordinances and provide all the access points that staff and the County have requested as well <br />as address the transition concerns. At the development's closest point to the existing <br />developments, the distance would be 150 feet and at the furthest point the units will be a football <br />field away. All of the access roads within the development will terminate at amenities that both <br />residents and the community at large will enjoy. They have the ability to bring appropriate <br />architecture and housing variety, which he reviewed. Mr. Dommer noted that they would be <br />hosting a neighborhood meeting to discuss the different options. <br /> <br />Councilmember Anderson stated that aside from the wetland and ponds she did not see any room <br />for amenities. <br /> <br />Mr. Dommer replied that there is a significant amount of space throughout the property and they <br />had not yet applied those principals to the plan. He noted that they try to provide what residents <br />are looking for. <br /> <br />Councilmem. ber Anderson replied that they wouldn't have residents until the units are built. <br /> <br />Mr. Dommer replied that they wouldn't make a decision on amenities until they know the market <br />they will be working with. At this point they are looking at single level units for empty nesters <br />as well as starter villas.
