Mayor Gamec stated that speeding in neighborhoods is a serious problem throughout thc City
and it is typically the local residents that are speeding.

Councilmember Kurak stated that she would like to explore the issue further rather than just
ignoring it.

Mayor Gamec recommended that Ms. Malek notify the Police of the peak time of traffic so that
they can increase patrol in the area.

Consensus of the Council was to discuss the issue further at a future Public Works Committee
meeting.

Trudy Mattila 7451-149th Avenue NW, Ramsey, stated that she still has the issue with her
neighbor and all the dogs and vehicles being kept on the property. She explained that numerous
complaints were filed in the past and she was told three years ago that the issue was being
referred to an Attorney.

City Attorney Goodrich recommended that Ms. Mattila discuss the issue with Sergeant Way.

Ms. Mattila stated that they also have a speeding problem in their neighborhood. The reason she
is attending the meeting was because she noted that consent agenda items 18 and 25 were
relating to the costs to be assessed to homeowners for their street improvement project. She
stated that she had just received her assessment in the mail and inquired if it was true that people
are assessed based on frontage, not by Property Identification Number (PIN).

City Engineer Olson replied that that was correct.

Ms. Mattila inquired if the property the Bright Keys project is being proposed for would be
assessed the same as a single homeowner.

City Engineer Olson replied yes.

Mayor Gamec stated that residents would be able to discuss the issue further during the public
hearing. The consent agenda item calls for the public hearing to be scheduled.

Bill Fredrick, 158th Avenue NW, Ramsey, stated that the Park and Recreation Commission is
going to be meeting tomorrow night to discuss the future of Trap Rock Park. He stated that it
was a shame that a neighborhood that would be directly impacted did not receive individual
notification of the meeting.

Mayor Gamec stated that at this point they are looking for feedback from people on what to do
with the park. There was an article regarding the meeting in the Ramsey Resident, which is a tool
the City uses to communicate with residents.

City Council/September 11, 2002
