Mayor Gamec explained that the noise ordinance went into effect approximately one month ago. <br /> <br />Sergeant Way explained that in order for the Police to do anything about disturbing the peace <br />issues they need to have a formal complaint. Even with the new ordinance in place, there is only <br />so much they can do. <br /> <br />Ms. Kampa stated that there are nights that the noise goes on until 4:00 in the morning. <br /> <br />Mayor Gamec noted that the Council would be addressing a recreational vehicle ordinance <br />tonight. He explained that the most frustrating part of the issue is the enforcement of the <br />problem. He stated that there is a process that people have to go through and it can often take <br />some time, but they do need citizen's help in moving forward with a complaint. <br /> <br />Ms. Kampa stated that they have senior citizens in the neighborhood that used to walk the <br />neighborhood but can no longer do so because of the safety concerns of the trucks racing up and <br />down the streets. <br /> <br />Councilmember Anderson stated that she had thought that the new ordinance would allow for a <br />better proactive approach. <br /> <br />Sergeant Way recommended that Ms. Kampa meet with him to review the complaints so that he <br />could follow up on the issue. <br /> <br />Councilmember Hendriksen inquired if some of the activity was taking place on City streets. <br /> <br />Ms. Kampa replied yes. She explained that there is a playground two doors down from her <br />house and the house sits between the two and there are no longer kids on the playground. <br /> <br />Councilmember Hendriksen stated that if there are activities occurring on City streets they don't <br />have to follow the nuisance ordinance. <br /> <br />Kathy Malek, 9030-162"d Lane NW, Ramsey, requested some guidance on how they can control <br />speed in their neighborhood. She explained that since the development of Northfork has grown <br />to over 250 homes, the traffic has grown significantly, and so has the speed. Ms. Malek stated <br />that her concern exists because there are so many children that live in the neighborhood. On <br />March 24th her dog was killed at the end of her driveway when one of her neighbors was <br />speeding down her street. The neighborhood has tried to slow down the traffic by sending out <br />letters from the association, but nothing has worked. There are a lot of kids at the bus stops and <br />there are people traveling at 37 to 50 mph. The neighborhood has called the Police out to the <br />neighborhood several times and they did bring out the speed trailer, but it did not have an impact <br />on the traffic. <br /> <br />Councilmember Kurak requested that the issue be forwarded to the Public Works Committee. <br /> <br />City Council/September 11, 2002 <br /> Page 4 of 31 <br /> <br /> <br />
