Councilmember Zimmerman stated that in the 1980's, the County was purchasing the park <br />property and there was a preliminary agreement that the County would allow for a frontage road <br />to facilitate traffic on the south side of Highway #10, as well as, commercial development <br />parallel to Highway #10. He stated that he was pleased to find out that the agreement pertaining <br />to the fi'ontage road was still in place. The issue regarding the commercial development is still <br />unclear at this time. <br /> <br />City Administrator Norman noted that the subcommittee would be meeting in approximately one <br />month to discuss the issue further. <br /> <br />Councilmember Hendriksen stated that it is important to recognize that when the area was being <br />considered for a park there was some concern about the tax implications of that park, as well as, <br />other parks as to what it does to the tax base. It was the decision of the Council at the time that <br />they needed to have something to offset the loss of tax revenue, which is why the commercial <br />development was included in the agreement. As far as anyone has been able to tell the City has <br />never relinquished that. <br /> <br />Councilmember Zimmerman stated that it might be appropriate for the Council to come forward <br />with the statement on their opinion regarding commercial development on the property. <br /> <br />Mayor Gamec noted that there had been some discussion amongst the committee members <br />regarding the City purchasing the land. <br /> <br />Councilmember Anderson replied that it was her recollection that land had been reserved and <br />still belongs to the City of Ramsey. <br /> <br />Councihnember Zimmerman stated that he did not believe that the County felt that way. <br /> <br />Councihnember Anderson inquired if there was any way to be sure what the actual deal was. <br /> <br />Mayor Gamec replied that that is what the Anoka County Attorney's office is researching at this <br />time. <br /> <br />Councilmember Hendriksen stated that after the issue left the City their needs were not can'ied <br />forward in the proper way. He noted that that indicated that the City should be more careful at <br />making certain their interests are represented. <br /> <br />Councilmember Zimmerman inquired if the Council felt that the City should own the <br />commercial land or should it be done by a private entity through the County. <br /> <br />Councilmember Anderson stated that she was not in favor of either one until they know for sure <br />that the City doesn't already own any portion of the land. <br /> <br />City Council/September 17, 2002 <br /> Page 2 of 6 <br /> <br /> <br />
