meeting scheduled for September 5, 2002. The Planning Commission requested that they be
provided with additional information on September 5 relating to the following issues: a)
alternatives to actual construction of the proposed stub roads providing future access to the west
and southeast (Kuechle and Bridwell properties); b) alignment of sewer trunk lines through the
wetlands of Fox Knoll; c) corrections to grading and drainage plan in the vicinity of the western
corner of the Bridwell property; d) traffic generation report; e) more details and clarity needed on
the tree preservation exhibit; f) density transitioning provisions. At their regular September 5th
meeting, the Planning. Commission reviewed the progress on the remaining items. The
construction of the stub roads has been eliminated from the plan and the areas for future roads
will be preserved as outlots. The alignment of the sanitary sewer line through the Fox Knoll
subdivision has been discussed with the affected property owners and there is general agreement
with its proposed route. The grading and drainage plan has been revised so as not to infringe on
Mr. Bardwell's property. Information regarding traffic generation caused by this subdivision
was not available at the September. 5, 2002 Planning Commission meeting and was still being
worked on. The applicant presented a graphic showing the locations of tree preservation within
the development that satisfied the Planning Commission. Finally, the applicant is showing a 35-
foot landscaped buffer along the perimeter of the development to fulfill density transition
obligations. City Staff recommended preliminary plat approval subject to compliance with the
City Staff Review Letter dated September 20, 2002, and site plan approval of the two-unit
townhomes. Any changes required to the plat from the site plan review shall be reflected on the
final plat.

Councilmember Anderson inquired as to why the case was before them with so many issues left
uncompleted~ In order to solve the entire problem they might need to look at the entire project.

Principal Planner Trudgeon replied that it was the desire of the developer to proceed with the two
units and allow time for discussion pertaining to the 16 units.

Councilmember Anderson stated that they still need to get an approval from the County on some
of the roads.

Mayor Gamec replied that unless there is a formal plan the County will not even consider
reviewing the plan.

Councilmember Zimmerman stated that the County reviews preliminary plat and usually the
governing body does not act until they receive a report.

Principal Planner Trudgeon noted that the City had not received a response from the County as of
yet.

Councilmember Zimmerman inquired if one of the roads will access C.R. #5.

Principal Planner Trudgeon replied no.

City Council/September 24, 2002
