Councihnember Hendriksen inquired if the driveways could not be orientated to the rear of the
property.

Principal City Engineer Olson replied that the developer had considered that option, but there are
significant grade issues as well as a City policy that states that private drives can be no longer
than 600 feet.

Councihnember Kurak inquired if the sewer extension issues through the Fox Knoll development
had been resolved.

Principal City Engineer Olson replied no.

Councihnember Hendriksen inquired as to the size of each of the three existing single-family lots
along Sunfish Lake Boulevard.

Principal City Engineer Olson replied that each of those lots are approximately 2.5 acres.

Councihuember Hendriksen inquired if any of those property owners were in attendance.

None were present.

Councilmember Hendriksen stated that he did have a few minutes to meet with Ms. Kuechle
prior to another meeting where he showed her the density transition ordinance and if there was
ever an instance where true density transition should be required it should be when there are 2.5
acre lots adjoining multiple townhouses. In that brief discussion she indicated that she had not
heard that that was even an option. He inquired if the neighbors were notified of this meeting.

Principal Planner Trudgeon stated that people were not sent individual notifications of the
meeting, but Ms. Kuechle was aware of the meeting. He noted that the developer did address the
density transition issues.

Councilmember Hendriksen stated that in his brief discussion with Ms. Kuechle it seemed that
she had a preference of density transition rather than screening. He inquired if any discussion
occurred with the individuals living adjacent to the property.

Principal Planner Trudgeon replied that the only discussion he has had with the property owners
was with Ms. Kuechle. He personally has not had any personal contact with the other property
owners.

Councilmember Hendriksen stated that those other residents might not be aware that density
transition might be an option to them if they have only been focusing on the screening aspect of
the ordinance.

City Council/September 24, 2002
