Principal City Engineer Olson stated that they did have a meeting with the resident south of <br />Alpine Drive to discuss the extension of sewer and there was some concern with tree loss in the <br />area. They have added an additional manhole cover to assist in preserving the oak trees. The 30- <br />inch line the City is requiring is much large than the typical sanitary main installed in a <br />residential development. Staff requested an estimate to extend sewer through the development to <br />the east of County Highway #5. The total cost to extend the sanitary sewer with a 30-inch pipe <br />would be $657,789. If the developer were to install the 8-inch sewer line it would cost them <br />$253,677. There are 44 units being proposed in the development that the developer will have to <br />pay $1,812 for each unit in trunk sewer charges which will generate $80,000 of funds. It was <br />staff's recommendation that the trunk sewer line should be extended through the development <br />since it is the largest line in the City and that the additional cost of $324,300 be paid for by the <br />City and then when future development occurs the fund would be reimbursed. The overall plan <br />is for 157 units, which equals $272,000, which is close to covering the cost of the expenditure. <br />There is other land to the north, which is also buildable. The policy in the past has been that any <br />extension of sewer and water is to be paid for by the developer, but in this instance the extra cost <br />is for the increased size of the pipe and the depth. <br /> <br />Councihnember Hendriksen replied that the situation is analogous to the storm water extension <br />that occurred on the Reilly Estates property where the City stated that they needed to be <br />consistent with the storm water policy even if it meant running a larger pipe through the <br />development. <br /> <br />Principal City Engineer Olson stated that the trunks funds are to be used for extra sizing of pipes <br />and extra depth. The storm sewer policy is set up differently. <br /> <br />Councilmember Hendriksen stated that when the storm water pipe was extended through Reilly <br />Estates the City required the developer to run a pipe to meet the storm water drainage plan. <br /> <br />Principal City Engineer Olson replied that that was correct. <br /> <br />Councihnember Hendriksen stated that currently they have a balance in their trunk fund, but if <br />they start incmTing $300,000 costs they will deplete the fund quickly. <br /> <br />Principal City Engineer Olson noted that there is currently $2.2 million in the fund and they are <br />asking for an expenditure of $404,000. <br /> <br />Councilmember Hendriksen inquired if they have seen a plan for future development. <br /> <br />Principal City Engineer Olson replied no. <br /> <br />Mayor Gamec stated that they would be foolish to not oversize the pipe. <br /> <br />Councilmember Hendriksen replied that he was not suggesting that they put the smaller line in, <br />but the policy needs to be more consistent with the storm water policy and the developer should <br /> <br />City Council/September 24, 2002 <br /> Page 24 of 33 <br /> <br /> <br />
