He did not think it made sense for the City to have to come up with <br />$400,000 to facilitate development and then tell the citizens that they are short of money. <br /> <br />Principal City Engineer Olson stated that the trunk fund is paid for by the developer to cover the <br />costs of extra depth and sizing. <br /> <br />Councilmember Kurak stated that the money does not come out of the general fund, it comes <br />from the developer that goes towards infrastructure only. <br /> <br />Principal City Engineer Olson replied that that was correct. <br /> <br />Councilmember Zimmerman stated that plat approval was premature at this time because there <br />were too many unresolved issues. <br /> <br />Councihnember Hendriksen stated that there are a lot of developers that would love to have the <br />City fund large runs of sewer to benefit their private projects. He knows for a fact that Jerry <br />Bower would like sewer and water at the gun club so that he could develop his property. The <br />fund will be broke very quickly if they spend it on each development. <br /> <br />Principal City Engineer Olson replied that it depends on what the Council feels they spend from <br />the fund. <br /> <br />Councilmember Hendriksen stated that he is referring to the pipe that goes through the <br />development. He has less of an objection to using City funds outside of the development. He <br />also noted that there was nothing that says that the road in the rear of the single-family homes <br />could not be a public street. <br /> <br />Councilmember Anderson inquired if there were two issues-one dealing with preliminary plat <br />approval and one dealing with sewer and water policy. <br /> <br />Principal City Engineer Olson replied that that was correct. He explained that the City has <br />utilized the fund in the past to pay for extra depth and sizing. The Reilly Estates development <br />did pay for the storm trunk facilities over and above what was required but the extra depth and <br />extra size they had to build for sanitary sewer were reimbursed by the trunk expenditures at a <br />cost of $60,000. <br /> <br />Councilmember Hendriksen stated that it seemed to him that this development was being treated <br />differently. <br /> <br />Principal City Engineer Olson replied that this is a much different use of the fund. <br /> <br />Councilmember Hendriksen stated that the City is paying to extend the sewer from the railhead <br />to the border of their property on this development. <br /> <br />City Council/September 24, 2002 <br /> Page 25 of 33 <br /> <br /> <br />
