Councilmember Hendriksen expressed concern with the septic system being placed on Lot 3 with
all the contour on the property.

Principal City Engineer Olson replied that Lot 3 currently complies with City ordinance, but he
will research the issue further.

Councilmemher Hendriksen stated that he does not want to create a situation where the septic
will travel out of the surface horizontally.

Principal Planner Trudgeon noted that the City staff review letter states that Lots 2 and 3 should
have septic site designed by a certified septic designer.

Councilmember Hendriksen recommended that they table action pending identification of an
appropriate septic site.

Mr. Abel stated that the City has been given a letter from Miller Environmental indicating that
lots 2 and 3 can support a standard system without a mound system.

Councilmember Anderson inquired if two drain systems would be included.

Mr. Abel replied yes.

Councilmember Zimmerman inquired if the City has an ordinance that requires a certain amount
ofbuildable area.

Community Development Director Frolik replied that City Code requires 225,000 square feet of
buildable area.

Councilmember Zimmerman inquired if they have that on Lots 2 and 3.

Principal Planner Trudgeon replied that Lots 2 and 3 needed further clarification.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table
action pending additional information on Lots 2 and 3.

Further discussion: Councilmember Zimmerman stated that Lots 2 and 3 could be buildable if
they pulled the cul-de-sac back somewhat. Councilmember Hendriksen stated that his concern is
that preliminary plat is where the owner is granted certain property rights and they might get into
an issue by doing something premature. City Attorney Goodrich inquired if there was any
concern regarding the 60-day rule. Principal City Engineer Olson inquired if the Council were to
pass preliminary plat contingent upon the City staff review letter and the information provided
did not meet the requirements of the review letter, would they no longer have preliminary plat
approval. City Attorney Goodrich replied that that was correct. Councilmember Kurak inquired
if all the concerns addressed tonight were included in the staff review letter.
