CASE # <br /> <br />Background: <br /> <br />SKETCH PLAN REVIEW FOR SHADE TREE COTTAGES <br /> and RUM RIVER MEADOWS ' <br /> By: Leonard Linton, Civil Engineer II .. <br /> <br />Shade Tree Communities, LLC has submitted a sketch plan to create Shade Tree Cottages, a <br />development with a mix of single family and detached townhouse units. This'develoPment is <br />east of Nowthen Boulevard, north of old:County Road ~5 and west of Potassium Street. <br />National Growth, LLC has submitted a sketch plan to create Rum River Meadows, a <br />development of detached townhomes. This development is east of Shade Tree Cottages and <br />both will use Potassium Street for access and will use the existing Radium Street stub to access <br />157~ Lane. These projects are in the Oak Recreation District which includes Elmcrest Park. <br /> <br />Observation: <br /> <br />Staff held meetings with this both developers regarding the common access street. The <br />Planning Commission cases are attached, please note that both developers have submitted <br />revised sketch plans after the Planning Commission .agenda was printed. Neighborhood <br />interest was strong on both projects at the Planning Commission meeting. <br /> <br />The neighborhood concerns included .traffic, improvement of Potassium Street (currently' <br />gravel), wetland impacts, and overall density. Planning Commission indicated that useable <br />open space should be included in the revised plans. Planning Commission voted to deny both <br />sketch plans. Both developers plan to take their sketch plans to the City Council to get <br />additional input before revising the plans and submitting, revised sketches or preliminary plats. <br /> <br />Precedent has been to make the formal park dedication after the prelim/nary plat has been <br />submitted. This is definitely prudent at this stage since the plans are changing. <br /> <br />Staff Recommendation: <br /> <br />No formal action required at this stage, however Commissioners are asked to evaluate the <br />existing park amenities in this district and the adjacent districts and recommend new or <br />innovative park features that can be passed on to the developers. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br />Assistant Director Public Works <br />Parks/Utilities Supervisor <br /> <br />Copies to: <br />Shade Tree Communities, LLC <br />National Growth, LLC <br /> <br />P&R: 01/13/05 <br /> <br />27 <br /> <br /> <br />
