28

Backgroundl

CASE #:. q

REQUEST FOR SKETCH 'PLadN APPROVAL OF
SHADE TREE COTTAGES;
CASE OF SHADE TREE COMMUNITIES, LL'C
By: Megan Waldl Associate Planner

Shade Tree. Communities, LLC applied for sketch plan review to create a residential ~.lanned
Unit Development '(PLFD) subdivision consisting of singl~ family and detached town_home un/ts
on the property, generally located west of Potassium Street and east of N0wthen Blvd. (Courtly
Road 5).

The following items are enclosed for your information:

a) Site location map
b) Sket.ch plan
c) City StaffRe¥iew Le~er dated December'3.0, 2004

Notification:

No public hearing is. required at the sketch plan stage of a plat. However, the City Council
adopted a policy requiring notification of a proposed subdivision be sent out to residents witt'dn
350 feet of the subject prope,wy during sketch plan submittal. Staff attempted to notify property
owners within 700 feet of the subject, property,.

Observations:

The subject property, is 28 acres in size and zoned. R-I S~ngle Family. City Code restricts density
to three umts per acre or. up to four units per acre through a PUD. The sketch plan is proposing to
plat ~e properry into 10 single family lots and 28 detached townhome units for a density of 2.8
units per acre. Single family lots are permitted within the R-1 D{strict and .townhome un/ts are
permitted through a PUD. The subject property will need to be rezoned to PUD and the required
rezoning application will need to be submitted in conjunction with the preliminary plat submittal.

All the proposed lots appear to meet urban single-family standards for lot width, size, and
· frontage on a public road. The prelimin~.ry plat will need to clearly identify, and comply with
these requirements. Ciw, Code requires all PUT) Subdivisions to be subject to site plan review.
Staff will refer to the standards established in the R-2 District when reviewing setback and
dimensional requirements on the site plan. The required site plan submittals should be Submitted
[n conjunction with the preliminary plat application.

The sketch plan is proposing to gain access fi.om Potassium Street and Radium Street. The
subdivision is comptying with City Code by connecting to Radium Street, which is located
within an existing residential neigt~b°rhood. The City, has also received' a sketch plan application
~br the deveiopmem of the property located to the east of the subject property; Rum River
.'Meadows. [t[s {mvortant to coordinate street ia?ur and connections between Shade Tree
Cottages. Rmn Kit, er Meadows. and d~e e;.zisring nezghborhooLi to tnt norm. tt ts staffs opinion
[hat the szreet favour should be revised to provide a more direct ¢,adium Street connection from
