FC #: ~' <br /> <br /> APPROVE MASTER TRAIL PLAN <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Last year City Council authorized the Park and Recreation Commission to invite <br />Requests for Proposals (RFP) for trail planning services. The Master Trail Plan, if <br />ordered by City Council, is intended to be a comprehensive and detailed trail plan, which <br />will also to be a valuable tool for grant applications. <br /> <br />RFP's for Master Trail Planning Services were mailed directly to four Consulting firms, <br />specializing in Trail Planning and Design, as well as in natural resource protection. One <br />of these firms declined due to workload concerns, and a fifth firm inquired, but did not <br />submit a proposal. LHB Engineers and Architects, URS Corporation, and SRF <br />Consulting Group, Inc. delivered proposals before the November 6th, 2001 submission <br />date. <br /> <br />Observations: <br /> <br />On November 15, 2001 the Park and Recreation Commission discussed the project and <br />directed that staff examines the proposals and contact references. At the Commissions <br />December 2001 meeting, the Commission recommended that LHB Engineers and <br />Architects be selected as the finn to perform the trail planning services. During this same <br />meeting, how to fund the Master Trail Plan was discussed. The Commission is <br />requesting that City Council authorize an amount not-to-exceed $55,000. The services <br />would be funded from the trail fees collected to date and those to be collected in 2002 <br />Trail fees are deposited in the Park Trust Fund. <br /> <br />Attached to this case is a December memorandum that reflects the Park and Recreation <br />Commissions discussion on the selection of LHB and the recommended funding for the <br />trail plan. Also attached is the "Scope of Work" portion of LHB's proposal.
