FC# <br /> <br />AUTHORIZE PLAY EQUIPMENT REPLACEMENT FoR RIVER'S BEND PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Earlier this year, City Council authorized staff to distribute Requests For Proposals for <br />replacement of the play structure at River's Bend Park. As the Finance Committee will recall, <br />$50,000 in depreciation funds (from the original Park project) was allocated for this Capital <br />Improvement Project. The attached RFP was developed by the Commission, which required <br />vendors to submit their proposals by November 13th, 2001. On Thursday, November 15, 2001 <br />the Park and Recreation Commission met and recommended that the proposal by Flanagan Sales <br />be approved for a spring installation. <br /> <br />Observations: <br /> <br />Most of the existing equipment does not meet Consumer Pr°duct Commission Safety guidelines <br />for play equipment safety. This, in addition to the play value of the equipment, necessitated its <br />replacement. In the case of the last two similar projects, the old equipment was declared surplus <br />by City Council and offered for sale to the public. These proceeds were added back into the park <br />improvement project, This same process is being recommended again, with the expected money <br />being used for the play structure border and paved connection to the existing shelter (there are <br />four "spring riders" that may be able to be reused and are not recommended to be declared <br />surplus at this time). <br /> <br />Enclosed for your information is: <br /> <br />· Play equipment RFP <br />· Plan view of Flanagan Sales proposal <br />· Proposed Bid Form for surplus equipment <br /> <br />Finance Committee Action: <br /> <br />Motion to recommend City Council award the River's Bend Play Equipment replacement project <br />to Flanagan Sales, Inc., including installation, for a not-to-exceed cost of $50,000. <br /> <br />-and- <br /> <br />Recommend City Council declare the existing play equipment (except the spring riders) surplus <br />property. <br /> <br />Reviewed by: <br /> <br />Park and Recreation Commission <br />Parks/Utilities Supervisor <br />Director of Public Works <br />Finance Officer <br /> <br />FC: 01/22/02 <br /> <br /> <br />
