Stat. § 412.02, subd. <br />2a. <br /> <br /> Use of leveL' voting machines or an electronic voting system, <br /> within 30 days of adoption of such a system to the secretary of <br /> state. <br /> <br /> Precinct boundary change~. When a city changes a precinct <br /> boundary, the clerk must immediately notify and file a map of the <br /> new boundary with the secretary of state. <br /> <br />· Existence cfa municipal fire department or of an independent <br /> nonprofit firefighting corporation, and the fire personnel and <br /> equipment. <br /> <br />· Existence of an organized police department, incorporated relief <br /> association, and number of police officers in the city to the county <br /> auditor and tile commissioner of revenue. <br /> <br />7. -Power to appoint a deputy clerk <br /> <br />With the consent of the council, the clerk may appoint a deputy clerk. The <br />clerk, however, is responsible fbr the acts of the deputy clerk. In case <br />disability or the clerk's absence fi'om the city, the council may appoint a <br />deputy clerk, if there isn't one, to serve during the disability or absence. <br />The deputy clerk may discharge any of tile clerk's duties except that he or <br />she can't be a member of the ci. ty council. <br /> <br />C. Appointment and removal <br /> <br />Flow a clerk takes office and is removed fi'om office depends on the type of <br />city and the form of government. <br /> <br />1. Standard Plan cities <br /> <br />Clerks iL1 Standard Plan .cities are elected. Voters choose a clerk in the <br />city's general election. An elected clerk's tenn of office is four years. <br /> <br />a. Filling vacancies <br /> <br />Since the clerk.is an elected position, tile same procedures used to address <br />other council vacancies apply. Should a vacancy occnr in the clerk's <br />positiou, the city council first makes a temporary appointment to fill the <br />position. Tile city must then hold a special election to fill the remainder of <br />tile clerk's term if either of the fo[ lowing two conditions are met: <br /> <br />· There are more than two years remaining in the clerk's term; or <br /> <br />· The vacancy occurs before tile first day to file affidavits of candidacy <br /> foL- the n?xt general city election. <br /> <br />The special election may be held on or betbre the city's next general <br />election.
