Op. <br />471-F (Oct. 24. 1961). <br /> <br />B. pOwers and duties <br /> <br />Since state statutes do not define the powers of a city admiriistrator, duties <br />can vary greatly from city to city. Generally, the council delegates day-to- <br />day responsibilities Of city administration. But when the position is <br />combined With that of the city clerk, the position will include all the duties <br />of the city clerk as well. <br /> <br />Duties delegated to the administrator should only be ministerial. The <br />council cannot delegate any administrative power that calls for judgment <br />and discretion,'such as the authority to enter into a contract, or hiring and <br />firing city employees, <br /> <br />The f'o ow ng responsibilities are among those often assigned to city <br />adlninistrators: <br /> <br />· Administration direction. Direct the administration ofth.e city as <br /> provided by council action, and state and fed, eral statutes. <br /> <br />· City affairs. Coordinate with the city council in administrating city <br /> affairs'. <br /> <br />· Policy~recommendation. Recommend adoption of policies that will <br /> further goals of the city council and generally improve the quality of <br /> city administration. <br /> <br />· Local improvements and City projects. Prepare reports and summaries <br /> relating to proposed municipal projects/improvements and submit them <br /> with recolnlnendations as may be required to the council for study and <br /> subsequent action. <br /> <br />· BUdgets. Prepare a recommended budget for consideration by the city <br /> council. <br /> <br />· Financialstatements. Prepare the annual financial Statement and <br /> perform other duties as required by Minnesota statute. <br /> <br />· Meetings. Attend and participate in all coundil meetings. Attend (at <br /> administrator's discretion) or by invitation other committee and <br /> comm!ss~on .~neetings. <br /> <br />· City programs. CoOrdinate city programs and activities as authorized <br /> by the council. <br /> <br />· Fihancial reports. Submit quarterly reports to the Council or'the <br /> financial condition of the city's accounts. <br /> <br />· ElectiOns.
