Perform all other duties required of administrator by <br /> ordinances or resolutions adopted by the council. <br /> <br />Cities should consult their city ordinances for a list of the administrator's <br />job duties. Home rule charter cities with administrators should consult their <br />charters for similar information. <br /> <br />C. Appointment and removal <br /> <br />The city administrator is a position that is created by council ordinance or <br />resolution. As such, the council has the power to define the duties and <br />responsibilities of its administrator, as well as the power to hire and <br />remove individuals in the position. <br /> <br />The appointment and removal process varies depending on the type of city. <br />Other factors, such as personnel policies, employment contracts, and <br />ordinances or charter provisions, are also relevant. Although department <br />heads are generally exempt from the veterans' preference removal <br />requirements, whether or not they apply depends upon the specifics of the <br />situation and the type of responsibilities that are assigned to the <br />administrator.
