STAFF REPORT ON FOLLOW-UP ITEMS
By: Jo Thieling, City Clerk

CASE

Background:

There were a few follow-up items/questions the Charter Commission raised
meeting.

1)

at the December
Stafloffered a report on each time. That report is as follows:

Copies Of other City's Charter summary reports to Judge - City staff contacted Judge
Shutter's office on December 17, 2004, to request copies of the summary reports sent
in by other cities. Staff talked with Becky who said she would find out from the
judge if she could send these out to us. Staff did not hear back and therefore
contacted the judge's office again on January 3~'d. Becky gave Jo the name of Judge
Shurrer's Law Clerk (Paul) so contact was made with him. On January 4, Paul called
back to say that the documents Were p.ublic record but the judge preferred we contact
the Cities themselves to get the information. Staff contacted the Cities of Anoka,
Blaine, Coon Rapids, and Ham Lake to request their report. So far; Blaine and Coon
Rapids have sent a couple:of letters to the City. Staff will enclose the letters (maybe
we will have more by agenda time) with this agenda for your perusal. Jo also
contacted Judge Quinn's office and they have forwarded everything to Judge
Shutter's office.

2)

Advertising for Vacancy - st'afl published an ad to fill the Charter vacancy in the
Anoka County Union on January 7, in the Ramsey Resident (Jan/Feb issue), and it will
be posted on the community sign the 3~'~ week in January for a couple of weeks. Staff
has not yet contacted the two people who expressed interest in being appointed for the
last vacancy. Attached to the agenda is the notice of vacancy.

3)

Presentation - Staff contacted Ms. Retzer of the League of Mim~esota Cities to
confirm the meeting date of January 20, 2005. Staff passed along that the
Commission is interested in a brief overview of Charters and guidance of what other
cities may be doing.

4)

Number of Cities with 7-member Councils - When staff contacted Ms. Retzer, it was
stated that the Commission is interested in knowing how many cities in Mim~esota
have 7 Councihnembers. Ms. Retzer stated she was not certain they had that
information but she would check on that.

Commission Action:

Based upon discussion.

Charter: 01/20/05
