April 23, 2002 <br /> <br />The Honorable Joe Quinn, Chief Judge <br />Tenth Judicial District <br />Anoka County Courthouse <br />325 East Main Street <br />Anoka MN 55303 <br /> <br />Subject: 2001 Activities of the Blaine Charter Commission <br /> <br />Dear Judge Quinn: <br /> <br />The Blaine Charter Commission activities for 2001 are as follows: <br /> <br />February 2001: <br /> · Charter Commission reviewed the Charter housekeeping items that were discussed in <br /> December 2000. Commission requested Staff to do further follow-up on various items of <br /> the charter, i.e. if certain processes were still current. <br /> · Charter Commission requested Staff to survey municipalities regarding primary <br /> elections, i.e. pros and cons of conducting a municipal primary election. Also requested <br /> Staff to survey former local candidates regarding a municipal primary. <br /> <br />June 2001: · Charter Commission further reviewed the Charter. Staff reported that processes in <br /> question were still current, i.e. process for disbursements. <br /> · Staff provided to Charter Commission results of survey of municipalities regarding <br /> municipal primary elections. Staff also provided results of a survey of former local <br /> candidates regarding municipal primary elections. <br /> · Charter Commission accepted the resignation of Commission Kristi Riley. <br /> · Staff updated Charter Commission of the status of redistricting. <br /> <br />September 2001: <br /> · Charter Commission unanimously approved proposed Charter housekeeping <br /> amendments and recommended them to the Council for approval. Housekeeping <br /> amendments were proposed to Chapter 3, Procedure of Council, Sec. 3.07; Chapter 4, <br /> Nominations and Elections, Sec. 4.02 and Sec. 4.05; Chapter 5, Initiative and <br /> Referendum; Sec. 5.03 and Sec. 5.10; Chapter 7, Taxation and Finance, Sec..07 and <br /> Sec. 7.10. <br /> · Charter Commission reviewed the information presented by Staff relative to municipal <br /> primary elections and decided to not make any proposals to Council at this time. <br /> <br />-8- <br /> <br /> <br />
