lour 1111.1siion: To work together to reiposihty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 5. <br />Meeting Date: 02/12/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution #18-034 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />River's Bend Street Reconstructions, Improvement Project #17-02 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #18-034 approving plans and specifications and authorizing <br />advertisements for bids for River's Bend Street Reconstructions, Improvement Project #17-02. <br />Background: <br />Attached is a copy of the plans prepared by City staff for Improvement Project #17-02, River's Bend Street <br />Reconstructions. <br />This project proposes to reconstruct four street segments within the River's Bend residential neighborhood <br />including; <br />• 147th Lane from the west River's Bend plat line to Waco Street, <br />• 148th Avenue from the west River's Bend plat line to Xkimo Street, <br />• Xkimo Street between 147th Lane and 149th Avenue/Sunwood Drive, and <br />• Yakima Street between 148th Avenue and 149th Avenue/Sunwood Drive. <br />These street segments total approximately 2,774 feet in length as shown on the title sheet of the attached plans. <br />These streets were constructed in 1985 using bituminous pavement and surmountable concrete curb and gutter. <br />Based on field observations, record plan documents, and results from Braun Intertec's geotechnical report and <br />ground penetrating radar (GPR) analysis, the bituminous pavement section ranges from 0.9 to 5.4 inches thick, the <br />aggregate base ranges from 1.8 to 10.3 inches thick, and the pavement section was built on sandy subgrade <br />materials generally considered suitable for pavement support. All streets are 30 feet wide from face -of -curb to <br />face -of -curb, centered within 60-foot wide right-of-ways. <br />City staff evaluates and rates the condition of pavement sections on all city streets on an annual basis using the <br />Pavement and Surface Evaluation Rating (PASER) system. In the fall of 2016, these street segments received <br />PASER ratings of 3. This indicates these street segments are past the point of applying overlay improvements and <br />require complete reconstruction. City staff patch these streets annually, particularly before winter so the streets can <br />be plowed without further damaging the pavement. <br />Proposed improvements include removing and replacing all damaged concrete curb and gutter sections, and <br />reconstructing the existing bituminous pavement section using the Full Depth Reclamation (FDR) process. The <br />FDR process involves milling the entire existing bituminous pavement section, along with an inch or more of <br />
