Fiscal Policy <br />• Work with the NMMA legislative delegation, League of <br />Minnesota Cities, Metro Cities, Anoka County, Hennepin <br />County, Ramsey County and other stakeholders to be sure <br />the collective North Metro voice is heard and to ensure <br />that the Local Government Aid and Metro Area Fiscal <br />Disparities programs remain intact. Advocate for NMMA <br />perspectives in debates over comprehensive tax reform <br />proposals. <br />Support and advocate forTlF legislation sought by <br />member cities and support the use of TIF as a tool for cities <br />to promote economic development. <br />Continue to join with other county and city organizations <br />opposing reverse referenda. <br />Oppose legislative efforts to restrict city use of, or add <br />a reverse referendum process, to the gas and electric <br />franchise fee statutes. <br />Who We Are <br />The North Metro Mayors Association was created <br />in 1988 to serve as the non-profit champion <br />organization to encourage private and public <br />investments in the northern suburbs. <br />Within our territory, which is defined by legislative <br />districts, member cities represent more than 464,000 <br />residents in Andover, Anoka, Blaine, Brooklyn Center, <br />Brooklyn Park, Champlin, Circle Pines, Coon Rapids, <br />Maple Grove, Mounds View, New Brighton, New <br />Hope, Ramsey, and Spring Lake Park. <br />Community Partners, which include multiple <br />chambers of commerce, non -profits and businesses <br />of all sizes, help demonstrate our united front in <br />sustaining and growing the North Metro. <br />Jill Brown <br />Executive Director <br />(612) 889-2611 <br />jillcbrown@msn.com <br />Governance <br />• Work with the League of Minnesota Cities, Metro Cities and <br />other local government partners in a collaborative manner <br />to advance key local governmental legislative objectives. <br />• Support Metropolitan Council changes, including <br />staggered terms, elected city officials'significant <br />participation in nominating Metropolitan Council <br />members, and increased transparency in the appointment <br />process. <br />• Engage NMMA Community Partners in legislative efforts <br />to more effectively carry the NMMA message to elected <br />officials and the governor's administration. <br />• Conduct legislative candidate forums in NMMA member <br />city districts to inform candidates on NMMA issues and to <br />assist voters in determining their choices. <br />Water <br />• Support efforts of the NMMA Water Work Group to <br />establish policy positions on water issues. <br />• Engage NMMA stakeholders to endorse and promote <br />regional water supply facilities. <br />• Monitor the Minnesota Pollution Control Agency and <br />potential regulation changes which would make it more <br />difficult for cities to develop closed dump sites. <br />Additional Issues <br />• PUBLIC SAFETY: Support the expansion of the North <br />Metro Law Enforcement Training Facility in Maple Grove. <br />• HOUSING: Support consistent application of state housing <br />financing programs to help facilitate local housing goals in <br />addition to state goals. <br />• ENVIRONMENT: Support the Minnesota Pollution Control <br />Agency and Andover's efforts to secure funding for <br />removing the hazardous waste pit at the Waste Disposal <br />Engineering (WDE) Landfill. <br />ELECTIONS: Support legislation creating early voting <br />opportunities that create administrative and financial <br />efficiencies for local governments. <br />REGIONAL RECREATION: Assist in securing funding for a <br />competition sized swimming pool in New Hope. <br />NMMA Contacts <br />Troy Olsen <br />Government Relations <br />(763) 381-7894 <br />troyo@ewald.com <br />Bob Benke <br />Government Relations <br />(612) 669-0274 <br />bobbenke@comcast.net <br />
