<br />Councilmember Johns introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-034 <br /> <br /> <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING <br />ADVERTISEMENTS FOR BIDS FOR RIVER’S BEND STREET RECONSTRUCTIONS, <br />IMPROVEMENT PROJECT #17-02 <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #16-12-242, adopted <br />December 13, 2016, the City Engineer was ordered to prepare a Feasibility Report to study the <br />thth <br />feasibility of milling and overlaying segments of 147 Lane, 148 Avenue, Xkimo Street, and <br />Yakima Street in the River’s Bend residential development as part of the 2017 Street <br />Maintenance Program; and <br /> <br /> WHEREAS, <br />while preparing the Feasibility Report, twelve pavement core samples were <br />extracted from the bituminous pavement which verified the existing pavement is too thin to mill <br />and overlay; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-01-016, adopted January <br />10, 2017, the City Engineer was ordered to study the feasibility of reconstructing segments of <br /> <br />147thLane, 148thAvenue, Xkimo Street, and Yakima Street in the River’s Bend residential <br />development as part of the 2017 Street Maintenance Program including the reconstruction of <br />existing bituminous pavement, the replacement of damaged concrete curb and gutter, and other <br />appurtenant work; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-01-030, adopted January <br />24, 2017, the City Council received and accepted the Feasibility Report which recommended that <br />the proposed improvements be constructed in 2018 in conjunction with other proposed 2018 <br />street reconstruction improvements in the immediate vicinity; and <br /> <br /> WHEREAS, <br />the Feasibility Report was updated to reflect updated estimated costs and an <br />updated project schedule based on construction occurring in 2018 in conjunction with other <br />proposed 2018 street reconstruction improvements; and <br /> <br />WHEREAS, <br />pursuant to Ramsey City Council resolution #17-10-273, adopted <br />October 24, 2017, the updated Feasibility Report was received and accepted, and a Public <br />Hearing was ordered for November 14, 2017, to consider the proposed improvements for said <br />streets in accordance with the revised Feasibility Report; and <br /> <br />WHEREAS, <br />benefiting properties are proposed to be assessed for 25-percent of the cost <br />of eligible improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City <br />Charter, and the City’s Special Assessments Policy; and <br /> <br />WHEREAS, <br />the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br /> <br /> <br /> <br /> <br />
