That there are unique circumstances applying to the Subject Property that do not generally <br />apply to other properties in the R-3 Urban Residential District, namely the property being <br />severed by the construction of a public improvement project. <br /> <br />10. That the special conditions causing the undue hardship do not result from the actions of the <br /> Applicant. <br /> <br />11. That if granted, the variance will not grant the Applicant any special privilege that is denied <br /> to other owners of lands, structures or buildings in the same district. <br /> <br />12. That if granted, the variance will not be materially detrimental to the purposes of the Ramsey <br /> Zoning Chapter or other property in the R~3 Urban Residential District. <br /> <br />13.
